Snow Hill Car Park: Temporary suspension of various spaces

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

INFRASTRUCTURE, HOUSING AND ENVIRONMENT

 

TEMPORARY CLOSURE OF SECTIONS OF SNOW HILL CAR PARK FOR ROCKFACE MAINTENANCE 2022

 

Purpose of the Report

 

To request the temporary closure of various car parking spaces in Snow Hill Car Park from Monday 21st February 2022 for a period of ten days for the de-vegetation of the rock face, to allow the safety inspection of the catchment fencing and rock face.

 

Discussion

 

A request has been received from the senior Geologist/project Manager, Geomarine Limited, for the suspension of various parking spaces in Snow Hill Car Park to enable to de-vegetation of the rock face surrounding the car park to allow a safety inspection of the Rock face and catchment fencing.

 

The works will be carried out by Geomarine on behalf of Government of Jersey. Risk assessments and Method statements will be prepared to manage site risks and hazards

 

The suspended car park spaces will have safety fencing in place due to the nature of the works and will have associated works vehicles and equipment in these spaces during the closure. The Rock face works will be carried out using either with rope access or the use of a Mobile Elevated Work Platform.

 

The loss of parking in Snow Hill during the period of the proposed closure would not have a major impact on the motorists as this is normally the quite period for Town centre shopping, and we have adequate parking at Sand Street during this period.

 

 

Recommendations

 

The Minister is recommended to approve the temporary closure of various car parking spaces at Snow Hill Car Park from Monday 21st February 2022 for approximately 10 days for the de-vegetation and Safety inspection of the Rock face

To enable the temporary closure of various spaces in Snow Hill Car Park from Monday 21st February 2021 for 10 days to facilitate the de-vegetation and safety inspection of the rock face.

 

 

Resource implication

 

All costs met by Geomarine on behalf of the Government of Jersey.

 

 

 

 

 

Action Required

 

Officers to ensure suitable signage is placed at Snow Hill Car Park in advance of the closure advising of this.
