- Purpose of Report
To enable the Minister to approve a non-recurring budget transfer in 2013 of £40,000 from Treasury and Resources (T&R) corporate contingency to Health and Social Services Department (HSSD) revenue to fund the development of a Third Sector Forum. MD-HSS-2011-0031 and Treasurer’s Delegated Decision TR-2011-DD62 gave an ‘in principle’ approval for a budget transfer of £40,000 from T&R corporate contingency to H&SS for 2013.
- Background
The Association of Jersey Charities (AJC) and the Health and Social Services Department (H&SS) have a Service Level Agreement (SLA) in place with the Third Sector Forum (which is a sub-committee of the AJC) for the funding of a third sector co-ordinator post which was initiated by the T&R Minister in 2011.
In TR-2011-DD62, approval was given for funding in the total of £120,000 for the development of a Third Sector Forum. £20,000 was transferred to H&SS in 2011 and £60,000 in 2012, leaving a balance of £40,000.
This Ministerial Decision is needed to effect the transfer of the £40,000 funding for 2013 so that the final payment to the AJC under this SLA may be made.
3. Recommendation
The Minister is recommended to approve a non-recurring budget transfer in 2013 of £40,000 from the T&R corporate contingency to the HSSD revenue head of expenditure.
4. Reason for Decision
Article 18(1)(a) of the Public Finances (Jersey) Law 2005 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be transferred from a revenue head of expenditure to a capital head of expenditure, or vice versa, in order to comply with generally accepted accounting principles or an Order made under Article 32. Article 2(6) of the Public Finances (Transitional Arrangements) (Jersey) Order 2011 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure.
A T&R Ministerial Decision or Treasurer’s Delegated Decision is also required to approve this transfer.
5. Resource Implications
The T&R corporate contingency to decrease by £40,000 and the HSSD revenue head of expenditure to increase by an identical amount in 2013. This decision does not change the total amount of expenditure approved by the States.
