ROAD TRAFFIC (ST HELIER) (AMENDMENT No.23) (JERSEY) ORDER 2009 AND ROAD TRAFFIC (DISABLED PERSONS) (PARKING) (AMENDMENT No.8) (JERSEY) ORDER 2009
Purpose of the Report
To amend the Road Traffic (St Helier) (Jersey) Order 1996 and the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002
Background
On 03 October 2008, the Minister for Transport and Technical Services approved requests from the Parish of St Helier, and this Department, to amend the above Orders under Ministerial Decision MD-T-2008-0093. Following public consultation, amendments to the above Orders have been prepared by the Law Draftsman in line with the Minister’s requests. These approved requests are as follows:-
1. Proposed additional motor cycle parking
The Minister approved a request from the Parish and the Transport and Technical Services Department to increase the number of on street motor cycle parking spaces in the vicinity of the town centre.
2. Temporary Orders
The Minister also agreed to make permanent one Temporary Order which was made by the Connétable of St Helier and five Temporary Orders which were made by the Minister for Transport and Technical Services under Ministerial Decision MD-T-2008-0093. These Temporary Orders were originally made under Article 68 of the Road Traffic (Jersey) Law 1956, for a period not exceeding twelve months. As this period has now expired, the Minister agreed to make them permanent, and include them in the Road Traffic (St Helier) (Jersey) Order 1996 and the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002.
3. Additional requests
The Minister also approved additional requests from the Parish, and Transport and Technical Services which are to be included in the Road Traffic (St Helier) (Jersey) Order 1996.
Discussion
1. Proposed additional motorcycle parking
During the past two years the Parish of St Helier has received several requests to increase the number of on street motor cycle parking spaces in the Town Centre. As it is estimated that four or five motor cycles can be accommodated in the space required by one car, it is considered that providing additional motor cycle parking would be a more sustainable use of on street parking facilities. The Parish estimate that whereas over the last two years bicycle parking provision has been increased by approximately 150 spaces, motor cycle parking provision has increased by less than half this number. The Parish, together with Transport and Technical Services, has therefore identified a number of town centre locations where additional on street motor cycle parking spaces could be provided. Motor cyclists are claiming that the current facilities are inadequate, which is borne out by surveys showing that the current spaces are frequently fully occupied.
The streets affected by the additional motor cycle parking spaces are as follows:-
- Gloucester Street
- Seale Street
- Grenville Street
- Commercial Buildings
2. Temporary Orders
The items relating to the Road Traffic (St Helier) (Jersey) Order 1996 and Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002, and which were subject to Temporary Orders made under Article 68 of the Road Traffic (Jersey) Law 1956 for a period not exceeding twelve months, are as follows:-
Parish requests
9th July 2007
Windsor Road. Plan No.1
This Temporary Order was made as a result of the Parish assessment of roads regarding possible on street parking locations. During recent re-surfacing of the road it was found that there was capacity to create five additional 2 hour disc parking spaces.
Transport and Technical Services requests
1st May 2008
St Johns Road. Plan No.2
This Temporary Order was made to remove the 13 parking spaces on the east side of St Johns Road in front of Clubley Estate, as a result of the construction of a pedestrian refuge to facilitate the new housing development entrance on the west side.
28th August 2007
Esplanade. Plan No.3
This Temporary Order was made to facilitate the updating of parking facilities on the Esplanade in advance of the opening of the new Transportation Centre.
The removal of all existing parking restrictions on the north side of the Esplanade, between Castle Street and Conway Street, to facilitate the new road and footpath layout and install revised on street parking facilities, as follows:-
- Two 11 yard sections of parking for motorcycles and mopeds;
- One 34 yard section of 1 hour pay card parking;
- One 10 yard and one 12 yard sections of parking for loading and unloading;
- One 12 yard section of parking for vehicles used by disabled persons. It is now proposed to change this section of parking to loading and unloading, following a request from the Department’s Parking Control Section for an unloading facility for toilet cleaners’ vehicles and delivery vehicles servicing Liberation Station.
8th October 2007
Mont Cochon. Plan No.4
This Temporary Order was made to allow 37 yards of 1 hour scratch card parking on the west side of Mont Cochon between La Route de St Aubin and St Andrews Road at the time of the traffic calming improvement scheme.
18th February 2008
Rouge Bouillon. No plan
This Temporary Order was made to remove the no left-hand turn restriction from Upper Midvale Road into Rouge Bouillon, and the no right-hand turn restriction from Midvale Road into Rouge Bouillon.
Due to complaints from pedestrians and subsequent surveys showing that motorists turn illegally into Rouge Bouillon from Midvale Road, and Upper Midvale Road, and therefore pose a danger to pedestrians using the crossing at this junction, it was decided to substitute these restrictions with an all red phase of the traffic signals when the pedestrian crossing is activated.
22nd August 2008
Weighbridge Place. Plan No.5
This Temporary Order was made to provide two disabled person parking places in Weighbridge Place, to replace those disabled person parking places lost due to the re-development of Caledonia Place.
3. Additional requests
Parish requests
1. Hue Street. Plan No.6
The Parish has requested that the time limit of the disabled parking bay be reduced from 4 hours to 2 hours.
This request is considered necessary to make more effective use of this facility at this location.
2. Great Union Street. Plan No.7
It is proposed that the current 1 hour pay card parking spaces be changed to 2 hour disabled person parking spaces.
The Royal British Legion situated in Great Union Street have requested that disabled person parking facilities be provided for its elderly members to attend meetings.
3. Residents Parking Zones.
The Parish has requested changes to the parking restrictions in its three Residents Parking Zones. The changes are detailed in a letter to the Transport and Technical Services Car Parks Manager, dated 8th August 2008 (copy attached to this report). Parking in these zones is currently policed by Parish Officers.
Transport and Technical Services requests.
1. The Parish, together with the Department’s Parking Control Section, has requested that provision be made in the Road Traffic (St Helier) (Jersey) Order 1996 to prohibit motorists from returning to pay card and disc parking spaces within 1 hour of leaving that parking space.
This request is to discourage motorists from using the above parking spaces beyond their allotted time, thereby denying others the opportunity to park.
2. Caledonia Place. No plan
Due to the re-development of Caledonia Place, following the relocation of the bus station, it is necessary to request the Law Draftsman to remove the items relating to the current 1 hour pay card parking spaces and the disabled person parking space from the above Orders. This road will also be closed to through traffic.
3. Robin Hood. Plan No.8
It is requested that a “stopping of vehicles at certain road junctions restriction” (yellow box), be installed at the Robin Hood junction to allow traffic exiting Trinity Road to enter the lane to the gyratory system.
4. Union Street. Plan No.9
It is requested that a “stopping of vehicles at certain road junctions restriction” (yellow box), be installed at the Union Street, Parade (eastern arm) junction, to prevent motorists travelling east from blocking traffic travelling west and entering the Parade (eastern arm). A ‘keep clear’ advisory marking is currently present at this location.
5. Commercial Buildings. Plan No.10
Following a request to TTS by a motor cyclist, which was supported by the Parish of St Helier, it is proposed to install a section of motor cycle parking at the southern end of Commercial Buildings.
6. Hill Street. Plan No.11
Due to the general loss of on-street parking as a result of recent pedestrianisation of areas of the town centre, and a subsequent demand to replace such parking, it is proposed to install a section of 1 hour pay card parking and a section of parking for loading and unloading on the northern side of Hill Street, east of Halkett Place.
Recommendation
The Minister is recommended to approve the Amendments to be effective from 14 days after the Order is made.
Reason (s) for Decision
- To introduce additional motor cycle parking spaces in the town centre.
- To make permanent six temporary orders.
- To introduce additional requests from the Parish, and Transport and Technical Services.
- To make adjustments to the existing Residents Parking Zones.
Action Required
To request the Greffier of the States to lay the Order before the States at the next opportunity.
