Pelican Crossing on Queen's Road

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

PROPOSED PELICAN CROSSING ON QUEENS ROAD BETWEEN LOWER

 

KINGS CLIFF AND QUEENS AVENUE

 

 

Purpose of the Report

 

The installation of a pelican crossing on Queens Road between Lower Kings Cliff and Queens Avenue.

 

 

Background

 

During the States of Jersey debate on the Sustainable Transport Policy in 2010, the Connétable of St Helier successfully brought an amendment to that policy instructing Transport and Technical Services to investigate pedestrian facility improvements at five locations in St Helier.  Queens Road roundabout was one of those locations. Subsequently the Department has studied traffic and pedestrian flows in the area and determined that a pelican crossing is required on Queens Road between Lower Kings Cliff and Queens Avenue.

 

 

Discussion

 

The Department has carried out a survey of pedestrian and vehicle movements on lower Queens Road. The survey showed that there were a number of pedestrians wishing to cross Queens Road in this area.  Due to the high numbers of vehicles using this road it is considered appropriate to use a pelican crossing.  The crossing is proposed to be positioned exactly half way between Queens Avenue and Lower Kings Cliff to minimise the chance of drivers of vehicles emerging from either of these roads failing to stop for a red aspect signal.

 

The footpaths on either side of the road at this location are narrow, therefore, the Department have agreed a license arrangement with a third party landowner to accommodate the electricity supply pillar and traffic signal controller. The changes to an adjacent granite wall for this have been approved by the Planning Authorities.

 

The Connétable of St Helier supports the proposal to install a pelican crossing in this location.

 

Under Article 69 of the Road Traffic (Jersey) Law 1956, the Minister for Transport and Technical Services may, after consultation with the Connétable of the Parish in which the road is situated, establish on any road such crossings for pedestrians as the Minister considers necessary.

 

 

 

 

 

Conclusion

 

A pelican crossing is an appropriate facility to provide on Queens Road between Lower Kings Cliff and Queens Avenue.

 

 

Recommendation

 

The Minister is recommended to approve the installation of a pelican crossing on Queens Road between Lower Kings Cliff and Queens Avenue.
