Withdrawal of UniTicket and ParkSmart cards

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s): The Minister for Infrastructure decided to approve the withdrawal of the UniTicket and ParkSmart card payment options for Sand Street car park with effect from 31st March 2022 and approved the removal of the refund option for unused balances on those means of payment from the same date.

 

Resource Implications: There will be costs associated with the placing of an advertisement in the Jersey Evening Post to notify Islanders of this decision.

WITHDRAWAL OF UNITICKETS AND PARKSMART CARDS

 

 

Purpose of the report

 

To get approval for the withdrawal of the UniTicket and ParkSmart card payment options used in Sand Street Car Park.

 

Discussion

 

The original payment terminals used in Sand Street Car Park were replaced in January 2021. The new equipment does not accept either the UniTicket or ParkSmart card options which were used with the previous equipment. Only credit/debit cards are now accepted as forms of payment at the new terminals. PayByPhone was also introduced as an option during the height of the Covid pandemic for those customers who preferred not to touch the screen of a terminal.

 

Since January 2021 customers who have had unused credit on either a UniTicket or a ParkSmart card have been able to get this refunded from the office at Sand Street Car Park, however this has meant an additional cost to the Car Park Trading Fund to maintain access to the original system back office to check balances. The current access will expire on 31 March 2022.

 

In order to avoid having to pay and maintain multiple back office systems from 1 April 2022, the complete withdrawal of both UniTickets and ParkSmart cards from 31 March 2022 and the withdrawal of the refund option for unused balances from that date will need to be approved.

 

There is an unknown value of unused credit on UniTickets due to the lack of a suitable reporting facility and at 24th January 2022 there is £16,753 balance remaining on ParkSmart cards.

 

Information regarding the need to claim a refund prior to 31 March 2022 is being prepared by the Communications Unit for distribution to the various local media as well as being put on social media channels. Signage will also be displayed at Sand Street.

 

 

 

Recommendations

 

The Minister is recommended to approve the withdrawal of UniTickets and ParkSmart cards from 31 March 2022 and for the ability to get a refund on unused balances to cease on the same date.
