Establishment of project board - development of non-operational land at Jersey Airport

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

The establishment of a Project Board to steer the development of non-operation land assets at Jersey Airport to optimise income to the airport, in line with the Regeneration Zone aspirations laid out in the Draft Island Plan.

Decision(s):

The Assistant Minister endorsed the proposed constitution of a project board and the proposed remit for the same.

Reason(s) for Decision:

To bring forward the non-operational land at the airport for development to optimise the airport’s assets needs to be steered at executive officer level.  Using the East of Albert Project Board as a model, the creation of a Jersey Airport Project Board seeks to replicate that role specifically in the context of development at the airport as part of its on-going goal to reduce financial dependency on the States of Jersey Treasury.

The Minister confirms his agreement to the establishment of the Project Board pending receipt of the finalised remit, which the Project Board should agree at their first meeting and submit to the Minister for his approval.

Ministerial Decision Required for the Jersey Airport Project Board  

Report to support the MD  

As part of the long-term financial viability of the airport, the airport executive management team has undertaken a master planning exercise to identify options for developing non-operational land at the airport.  Subsequent to the completion of the operation and commercial elements of the master plan, a briefing was given to executive officers of Planning & Environment, EDD and WEB to seek guidance for taking the process forward to completion, but linked to wider Island requirements. 

Initial options have been submitted to the production of the Draft Island Plan and the published Plan for consultation includes the Airport as an identified regeneration zone for future potential development.  Advice received from the executive officers was that the completion of the master planning and driving forward of future development would be best served by the creation of a Project Board to provide executive steering to the process, similar to the model adopted for East of Albert.  On this basis the MD has been drafted to seek confirmation from the Minister that he is in agreement with this proposed course of action.
