Purpose of the Report
To seek to confirm the Assistant Minister’s intention to retain the Grand Hotel (1950s building) Peirson Road, St Helier on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as a Building of Local Interest (BLI) and not to register the 1890 hotel (altered) and infill building also on the site.
Background and discussion
The Assistant Minister previously considered a report on the matter prepared by Jersey Heritage dated 10 November 2008 and determined that the Grand Hotel (1950s building) on Peirson Road, St Helier was of sufficient interest to warrant its retention on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as a BLI but that the other buildings on the site, including the 1890 hotel (altered) and infill building were not worthy of designation. A notice of Assistant Minister’s intent, as set out above, was served on the owner of the property on 30 January 2009 in order to provide an opportunity for representations to be made.
No representations have been received.
Legal and resource implications
The inclusion of buildings and places in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey is consistent with the purposes of the Planning and Building (Jersey) Law 2002.
Discussion and recommendation
On the basis of the recommendation of Jersey Heritage to retain the Grand Hotel (1950s building) Peirson Road, St Helier on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as a Building of Local Interest (BLI) and not to register the 1890 hotel (altered) and infill building also on the site, and in the absence of any representations, the Minister is further recommended to confirm the retention of the Grand Hotel (1950s building) Peirson Road, St Helier on the Register, and the exclusion of other buildings on the site.
Reason(s) for Decision
The particular interest of the Grand Hotel (1950s building) Peirson Road, St Helier, as identified and described in the report and relative to the published criteria for selection, justifies its inclusion on Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as a BLI, and;
It accords with the States Strategic Plan commitment of protecting and sympathetically managing the Island’s built heritage assets.
The 1890 hotel (altered) and infill building also on the site do not satisfy the criteria for registration.
