PUBLIC EMPLOYEES CONTRIBUTORY RETIREMENT SCHEME
MEMBERSHIP OF THE COMMITTEE OF MANAGEMENT
Issue
The members of the PECRS Committee of Management are appointed by the States for a period of three years on the recommendation of the Office of the Chief Minister. The current term expires at the end of the year 2006.
The Committee of Management comprises of an equal number of representatives from the employer and Scheme members, currently 14 in all.
The seven employer representatives currently comprise of Mr R R Jeune, CBE, Senator P Le Claire, Deputy P Troy, Mr J Clark, Mr J Rosser, the Treasurer of the States and Mr M Pinel, Deputy Chief of the Policy and Resources Department.
The seven member representatives are nominated in a manner which is acceptable to the Policy and Resources Committee and are currently drawn from the Public Employees Joint Negotiating Group, a body comprised of representatives of all of the Unions and Associations with members in the Scheme.
The present member representatives are Mr M Orbell, Mr J Lees, Mr F Greene, Mr J Noel, Mr G Birbeck, Ms B Ward and Mr W McPhee.
Ms B Ward has resigned from the Committee of Management as a member representative, and the Joint Negotiating Group has nominated Mr A Tadier to replace him. Mr Tadier is a long serving public servant, having been employed by the Prison Service since 1981. He is currently the Prison Service representative on the Public Employees Pension Scheme Joint Negotiating Group and is a member of the Prison Officers Association (POA).
The Chief Minister is requested to recommend to the States the appointment of Mr Alan Tadier as a member representative on the PECRS Committee of Management for the remainder of Ms Ward’s term, ending 31st December 2006 .

THE STATES are asked to decide whether they are of the opinion –
In accordance with Regulation 3(5) of the Public Employees (Contributory Retirement Scheme) (General) (Jersey) Regulations 1989, as amended, to approve the appointment of Mr Alan Tadier as an employee representative on the Committee of Management for the period ending 31st December 2006, in place of Ms Barbara Ward.

The Regulations governing the Committee of Management of the Public Employees’ Contributory Retirement Scheme provide for the appointment of employer and employee representatives, who sit in an honorary capacity.
Ms Barbara Ward has resigned from the Committee of Management as a member representative, and the Joint Negotiating Group has nominated Mr Alan Tadier to replace her. Mr Tadier is a long serving public servant, having been employed by the Prison Service since 1981. He is currently the Prison Service Representative on the Public Employees Pension Scheme Joint Negotiating Group and is a member of the Prison Officers Association (POA).
In accordance with Regulation 3(2) of the Regulations, the Office of the Chief Minister requests that Mr Tadier join as an employee representative of the Committee of Management until the current term expires on 31st December 2006.
