THE JERSEY OLD MOTOR CLUB’S ‘FESTIVAL OF MOTORING’
APPLICATION – 2007 EVENTS
Purpose of the Report
To obtain Ministerial Decision regarding approval of the Jersey Old Motor Club’s proposed ‘Jersey Festival of Motoring’ events for 2007.
Background
The Promoter (Jersey Old Motor Club) has submitted details of its proposed road race event programme for this year’s Festival of Motoring. The events are enabled by Order of the Transport and Technical Services Minister under Article 2 of the “Motor Vehicle Races (Jersey) Law 1946”.
The promoter has consulted with the Connétable of St Helier and other stakeholders directly affected by the road closures. They have also supplied proof of Public Liability Insurance.
Discussion
The proposed timings and course details for this year’s event fixtures are similar to those which were approved last year and are as follows:
o Victoria Avenue Sprint: Friday 8th June (7pm to 11.30pm): Victoria Avenue is closed from West Park to First Tower junction. The Promoter also wishes to use Lay-by 1 for the parking and the display of race vehicles.
o Westmount Hill Climb: Saturday 9th June (10am to 5pm): Westmount is closed from St. Aubin’s Road to the entrance of Overdale Hospital.
o Mount Bingham Hill Climb: Sunday 10th June (10am to 5pm): Pier Road is closed from its junction with the northern arm of South Hill to Mount Bingham. Mount Bingham from its junction with Pier Road to Green Street. Also closed are South Hill, Fort Regent Road, South Hill and La Collette Garden Car Parks.
Both Victoria Avenue and Mount Bingham are ‘main roads’ and their closure will involve significant policing and signing requirements. However, closures are outside the normal weekday working hours. The Parish of St Helier administers Westmount Road and its closure will cause little disruption.
In relation to the ‘Victoria Avenue Sprint’, because the closure only applies between West Park and First Tower, traffic delays and policing requirements will be less onerous than, for example, the closure for the Battle of Flowers. The promenade and the cycle track will be unaffected.
In relation to the ‘Mount Bingham Hill Climb’, TTS drainage engineering works in Green Street are not scheduled to finish until the end of June, meaning that west bound traffic on Havre des Pas will have to use Cleveland Road. Also should an accident occur in the tunnel while Mount Bingham is closed, it would be necessary to re-open Mount Bingham immediately to enable eastbound traffic to be diverted.
Recommendation
The Minister is recommended to approve the Road Racing (Hill Climbs and Sprints) (No.2) (Jersey) Order 2007 as prepared.

To allow the Jersey Old Motor Club to hold their ‘Festival of Motoring’ events as requested.
Action Required
To send the hard copy of the Order to the Publications Editor at the States Greffe as soon as it has been signed.
