JERSEY TEACHERS’ SUPERANNUATION FUND
BOARD OF MANAGEMENT NOMINATIONS
Purpose of the Report
The Chief Minister is asked to approve a nomination to the Board of Management of the Jersey Teachers’ Superannuation Fund.
Background
The 1979 Law made provisions for pensions and other similar benefits payable to and in respect of, teachers and certain other persons employed in connection with the provision of educational services. The major changes introduced in 2007 established a Management Board to oversee the running of the Fund.
Paragraph 3 of the Teachers’ Superannuation (Administration) (Jersey) Order 2007 requires the following – that membership of the Board of Management consists of twelve representatives in total, 2 to be recommended by the Chief Minister, 2 by the Minister for Treasury and Resources, and 2 by the Minister for Education, Sport and Culture.
The remaining six are nominated by the relevant teacher’s representative bodies.
Comments
The relevant Teachers’ representative bodies nominated 5 members of the Management Board of the Jersey Teachers’ Superannuation Fund for 2013, 2014 and 2015 and these were agreed by the States Employment Board and appointed by the Chief Minister in November 2012.
There was one vacant position at this time following a decision by Mr Terry Shaw’s to resign from the Board effective as at 31.12.12. Ann additional nomination was to follow in due course.
However, the employees’ side have had difficulties finding a replacement for Mr Shaw and as a result approached Mr Shaw asking that he reconsider. This he has done and has now offered his services to the Management Board for the remainder of the three year term of office until 31st December 2015.
Recommendation
That the Chief Minister agrees that the nominee identified above has the requisite experience, skills and background to act in the capacity of representative on the Jersey Teachers’ Superannuation Fund Board of Management and approves his nomination.
EMPLOYEE NOMINEE BACKGROUND
Mr Terry Shaw - Teacher at Beaulieu School nominated by the National Association of Schoolmasters Union of Women Teachers (NASUWT). Mr Shaw was first appointed to the JTSF Management Board in 2007 and as a previous member of the Board has the relevant knowledge and experience for this appointment.
