CHANGES to Fees and Charges – 2012
- Purpose of the Report
The Minister for Planning and Environment is asked to approve a request to change the Department’s various fees and charges for 2012 (a schedule is attached) as at 1st January 2012, and instruct the Law Draftsman to revise the relevant fee orders as per the attached summary.
- Discussion
Taken as a whole, the proposed changes are within the 2.5% per annum increase in accordance with the States Anti-Inflation Strategy.
Development Control
It is proposed to change the Development Control fees so that the overall impact of the changes remains within the 2.5% States Anti-Inflation Strategy figure.
However, it should be noted that the For one or more dwelling that form part of a development, per square metre of floor area created fee will increase from £7.00 to £8.50. This increase has been approved by Treasury but was not implemented for 2011.
The An application for assessment of impact of a High Hedge in accordance with the High Hedges (Jersey) Law 2008 fee will decrease from £461.20 to £275.00. This proposed decrease follows a review of this fee and the associated costs.
As agreed by the States Assembly during the Island Plan 2011 debate (amendment 49), include an exception for Listed Buildings as follows:
‘That the Minister shall not levy any fee for an application for works to a Listed Building (LB), or a Potential Listed Building (PLB), where those works would have otherwise been exempt from control by virtue of the Planning and Building (General Development) (Jersey) Order, 2011, but for the fact that the building is a LB or a PLB.’
- Recommendation
That the Minister approves changes to the fees and charges for 2012 as laid out in the attached summary and instructs the Law Draftsman to revise the relevant fee orders as per the attached summary.
- Reason for Decision
To enable the Department to change its fees and charges in 2012 in line with the Anti-Inflation Strategy agreed by the States and to allow the department to achieve the Department savings as per the 2012 States Annual Business Plan and in addition ensure cost recovery.
- Resource Implications
The additional income as a result of the 2012 changes to departmental fees and charges are identified as per the Business Plan 2012.
