Jersey Products Promotion Ltd: Annual Grant 2018

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Jersey Products Promotion 2017 Ltd - 2018 Annual Grant of up to £205,000.

Decision(s):

The Minister approved an Annual Grant of up to £205,000 to fund the cost of delivering Jersey Products Promotion 2017 Ltd’s, 2018 Delivery Plan which will contribute towards States of Jersey objectives.

Reason(s) for Decision:

The Minister has approved Jersey Products Promotion 2017 Ltd’s, 2018 Delivery Plan and budget requested to deliver the objectives contained within the plan.

Resource Implications:

The 2018 Annual Grant of up to £205,000 has been identified from within the Department’s 2018 budget. There are no further financial or manpower implications. 

Action required:

The Acting Director for Rural Economy & Head of Plant Health is instructed to arrange for the 2018 Annual Grant Schedule to be finalised and signed.

Jersey Products Promotion 2017 Ltd – 2018 Delivery Plan

 

 

JPPL – Proposed Delivery Plan for 2018:

  • Support new start-ups and small producers by establishing and maintaining a collective insurance scheme through the GJPA.
  • Establish and maintain opportunities for members to sell direct to consumers both on and off the island.
  • Coordinate and contribute to the annual Jersey Royal UK PR Campaign - subject to the industry making a contribution as agreed in the Annual schedules.
  • Work with retailers, restaurants and wholesalers to achieve a greater uptake in the purchasing or use of local products.
  • Develop opportunities for members to sell their products on-line. 
  • Maintain an on-line presence for both GJPA and JEG / Farm Jersey members as appropriate.
  • Attract new membership applications to GJPA.      
  • Attract positive media coverage for members and partner to raise the profile of members products and of the producers. 
  • Provide marketing support for members and encourage the production of industry-wide marketing plan.
  • Monitor members and products to ensure compliance with the appropriate standards.   
  • Manage and support attendance at the Salon International de L’Agriculture (SIA) in Paris for the duration of the agreement between the Conseil Generale de la Manche and the States of Jersey to maintain and build relationships at local, regional and national level in France, in order to raise the profile of Jersey and its products promoting the Island as responsible and well-regulated jurisdiction and visitor destination.
  • To work in conjunction with the Bureau des Iles Anglo Normande (BIAN) and Jersey Business to explore the development of an export market in Europe for Jersey products.
  • Work with the Department to protect and promote the PDO and Trade (certification) Marks for Jersey Royal, including the establishment of a Panel with representative(s) from the Department and the Intellectual Property Registry in order to negotiate a licence and fee (where appropriate) for the use of the Jersey Royals Regular and Certification Trade Marks.
  • Work with the Department to protect and promote the Genuine Jersey Trademark, words and logo in any jurisdiction where the Trademark is registered including the negotiation of licence fees for the use of the mark where appropriate (see above).
  • Promote and support the delivery of the Organic Action Plan (OAP), in conjunction with Jersey Business, with particular emphasis on areas of packaging, design and cooperation identified by Jersey Business.
  • To provide coordination and the secretariat for Farm Jersey.
  • Organise an annual Jersey Farming Conference with the emphasis on providing a forum for the agricultural industry with a wider remit to cover technical, marketing and societal issues.
  • Work in conjunction with Jersey Business to identify business needs, capital equipment, training and funding requirements and investigate how the States of Jersey can emulate the Courtauld Commitment - a voluntary agreement aimed at improving resource efficiency and reducing waste within the UK grocery sector.

 

 

JPPL is seeking funding of £205,000 for the following:

  • £124,000 to deliver the Partners' key objectives agreed in the Partners 2017 delivery
  • £26,000 to support Farm Jersey
  • £35,000 for the Jersey Royal UK PR Campaign
  • £15,000 to support preparation in 2018 for attendance at the SIA trade show in Paris in 2019 (excludes stand space cost which is billed direct to States)
  • £5,000 to support an annual Jersey Farming Conference

 

Our performance will be measured against the following performance standards:

  • To attract 10 GJPA/JEG/Farm Jersey membership applications
  • The number of GJPA/JEG/Farm Jersey members to be 100 by December 2018
  • Number of Members in the collective insurance scheme is equivalent to 20% of members.       
  • Number of opportunities for members to sell direct to consumers is 12 per year.
  • Facilitate one buying meeting per 6 months with restaurants, wholesalers or retailers.
  • Promote opportunities for 20% of members to sell their products on-line. 
  • A 5% year on year increase in the number of unique visitors to the partner's website.
  • Attract monthly positive media coverage for members and the organisation.
  • Receive written confirmation by September that industry will contribute at least £70,000 towards the Jersey Royal UK PR Campaign.
  • 100 people attend the Jersey Farming Conference.
  • Facilitate that 50% of commercial organic enterprises have undertaken a Jersey Business Health Check.
  • Farm Jersey supported/used by key sector representative bodies to include the JFU, RJA&HS and Jersey Dairy.
  • 5 local producers are represented at the SIA in Paris.
