THE PROVISION OF TWO NEW BUS SHELTERS
Purpose of the Report
To approve the installation of two bus shelters in support of the States of Jersey Strategic Plan and the Sustainable Transport Policy.
Background
The States of Jersey Sustainable Transport Policy sets a goal of improving bus users by 100% by 2015. In addition to improvements to bus schedules and services, the on street facilities for bus users will need to be improved. Bus shelters can make life considerably better for bus users and the Department has frequent requests for such improvements.
Discussion
The Department has been approached by Deputy Richard Rondel who has offered land adjacent to the inbound bus stop on La Grande Route de St Jean just south of La Rue du Becquet Vincent, for a new bus shelter. The Deputy also asked that the bus shelter on Queens Road at Jardin Des Carreaux be upgraded to a fully enclosed shelter. The Department has had drawings prepared for both of these locations, see Appendix A.
The improved shelter at Jardin Des Carreaux requires land currently in the administration of the Housing Department. The Housing Department and Jersey Property Holdings have both agreed to the proposal. The existing shelter at Jardin Des Carreaux can be re-located at another location. The Minister will be asked to approve that location once appropriate consultation has been carried out.
Planning applications were submitted for these shelters. The Plans were available for the standard three week period on the Planning Department’s website and site notices were erected at both locations, as well as the applications being advertised in the JEP along with all other Planning Applications. No consultation responses were received objecting to either proposal.
The proposals for these planning applications were later deemed to be permitted development by the Planning Department, which means the Minister for Transport and Technical Services can install the shelters in accordance with the Planning and Building (General Development) (Jersey) Order 2011. As a Planning Permit is not needed the applications were withdrawn.
Recommendation
The Minister is recommended to approve the installation of the two bus shelters as requested by Deputy Rondel, one at Jardin Des Carreaux and one at La Rue du Becquet Vincent.
Reason(s) for Decision
To provide bus shelters at suitable locations to improve facilities for bus users, in accordance with States of Jersey Strategic Plan and the Sustainable Transport Policy.
Resource Implications
The shelters can be funded from the 2012 Sustainable Transport fund allocated for the purpose of providing bus shelters.
Action Required
Acting Senior Engineer to arrange for the shelters to be procured and erected.
