La Rue du Pont Marquet, St. Brelade: Toucan Crossing

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: La Rue du Pont Marquet Toucan (combined pedestrian and cyclist) Crossing

 

Decision(s): The Minister approved the installation of a toucan crossing at the junction of La Rue du Pont Marquet (B25) and the Railway Walk, St. Brelade, inclusive of the following;

  • Toucan crossing equipment.
  • Overhead power line removal.
  • General hard and soft landscaping including granite paving to Railway Walk interfaces with Pont Marquet.
  • Formalisation of adjacent car park entrance/exit.
  • Highway drainage.
  • Street Lighting.
  • Implementation of safer operational procedures for maintenance vehicles using the Railway Walk.

 

Reason(s) for Decision: To provide a pedestrian and cyclist crossing point for Railway Walk users across La Rue du Pont Marquet.

 

Resource Implications: The project is estimated at £150,000 and will be funded from the Climate Emergency Fund. Project designed and supervised by IHE Staff.

 

Action required: Officers to finalise the detailed design and implement the scheme as soon as the work can be added to the roadworks programme.

INFRASTRUCTURE, HOUSING AND ENVIRONMENT

 

LA RUE DU PONT MARQUET TOUCAN CROSSING

 

Purpose of the Report

 

To request the Minister to approve La Rue du Pont Marquet Toucan (combined pedestrian and cyclist) Crossing scheme.

 

 

Background

 

In August 2018, Transport Policy conducted a public consultation on the crossing facilities on the Railway Walk at its junction with La Rue du Pont Marquet (B25). The outcome from the consultation exercise was overall support for the installation of a pedestrian and cyclist crossing across La Rue du Pont Marquet. Given the crossing would be regularly used by pedestrians and cyclists the Transport Policy section recommended the installation of a toucan crossing.

 

 

Proposal

 

The proposed scheme is to install a toucan crossing to allow pedestrians and cyclists to safely and efficiently cross La Rue du Pont Marquet (B25) at its junction with the Railway Walk.

The scheme will include:

  • Traffic signals installation as defined in Design Statement DS001.
  • Placing underground the JEC overhead power lines in the vicinity of the scheme.
  • Hard and soft landscaping to generally refresh the area including granite paving to Railway Walk interfaces with La Rue du Pont Marquet.
  • Formalisation of the adjacent Car Park entrance/exit.
  • Highway drainage.
  • Street Lighting for La Rue du Pont Marquet and the Railway Walk in the vicinity of the crossing point.
  • Implementation of safer operational procedures for Railway Walk use by maintenance vehicles.

 

 

Recommendation

 

The Minister is recommended to approve the implementation of the scheme.
