Review of St Mannelier Close, La Rue de St Mannelier, St Saviour
Purpose of the Report
The purpose of this report is for the Minister to review the existing registration of St Mannelier Close, having regard to the States strategic objective ‘to protect the best of the Island’s architectural heritage’ and a key objective of the Island Plan 2002 to protect and promote Jersey’s built, cultural and archaeological heritage.
Background
This report has been prepared by the Jersey Heritage Trust as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the registration of buildings and sites. It incorporates the views of the Ministerial Registration and Listing Advisory Group (MRLAG) - a group established to provide independent, expert advice on matters relating to the protection of buildings and sites of cultural interest.
St Mannelier was included in the first Historic Buildings Register published in 1992. The Planning and Environment Department’s historic building file contains details of two separate properties – a former school called St Mannelier and a farm group called St Mannelier Close – but there is only a single entry on the Register.
In light of this, and in response to an enquiry relating to the possible de-registration of St Mannelier received in April 2006, the Planning and Environment Department requested that the Jersey Heritage Trust undertake an appraisal of both properties ahead of discussions with the Ministerial Registration and Listing Advisory Group.
The Curator of Historic Buildings carried out an inspection of St Mannelier Close on 6 June 2006, and subsequently submitted a report to MRLAG. The group visited the property at its meeting on 19 June.
Discussion
Members noted that St Mannelier Close (formerly known as Mon Plaisir) is an eighteenth century farm group that was converted into several residential units in the 1990s.
It was agreed that the farmhouse retains its historic form and detail, makes a significant and positive contribution to the architectural and historical character and appearance of Jersey and therefore meets the criteria for registration as a BLI. It was further concluded that the adjoining granite outbuilding merits inclusion in the BLI for group value, and that the BLI should also include the roadside wall, gate piers and the 1772 outbuilding across the road.
The group concluded that the historic and architectural interest of the other associated outbuildings has been eroded as a result of their conversion into residential units and it is recommended that they should be excluded from the registration.
Recommendation
The BLI registration for St Mannelier Close should be amended to include only the farmhouse and adjoining granite outbuilding, the roadside wall and gate piers and the small 1772 outbuilding across the road. Other outbuildings on the site should be removed from the BLI registration.
Reason(s) for Decision
Only those buildings recommended for retention within the BLI continue to satisfy the published criteria for registration.
The amended registration of St Mannelier Close is in accordance with Interim Policy HB1 which states ‘Historic buildings which contribute positively to the distinctive character or appearance of Jersey’s built-up areas or countryside, particularly where they are of ‘group value’, will be identified and included in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey.’
