- Purpose of Report
The purpose of this report is to request the Minister to approve a transfer of unspent budget from two Capital Heads of Expenditure to another Capital Head of Expenditure within the Health and Social Services Department to fund the purchase of ICU Medical Supply Pendants.
- Background
As part of the Intensive Care Unit refurbishment, and in order to comply with new Health & Safety regulations, funding for Medical Supply Pendants is required. These Pendants are suspended and provide power, gas and additional information, essential to the treatment of Intensive Care patients. There is currently no capital budget allocated for this integral equipment.
The ICR and CT scanner capital projects are completed and have underspent against budget by £28,537.45 and £81,978.01 respectively.
- Recommendation
It is recommended that the Minister:
1) approves closing the Heads of Expenditure for the ICR and the CT scanner capital projects, and transfers the underspent budget on these projects of £110,515.46 (ICR £28,537.45 and CT £81,978.01) to Minor Capital Equipment Head of Expenditure, to fund ICU Medical Supply Pendants, costing £112,121.85.
2) forwards the signed Ministerial decision in support of the approved budget transfer TR-2012-DD027.
- Reason for Decision
Article 15(1)(a) of the Public Finances (Jersey) Law 2005 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure.
Section 5.1 of Financial Direction 3.6 also states that Departments wanting to transfer funds between heads of expenditure must obtain the approval of their minister or of their accounting officer where a scheme of delegation exists.
- Resource Implications
There are no resource implications, this represents a transfer of project specific unspent capital budget to minor capital budget.
