Le Perquage Car Park, La Route De La Haule: Temporary Closure

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

Reason(s) for Decision: To enable the temporary closure of Le Perquage Car Park between 7am on Monday 20th September 2021 and 6pm on Tuesday 12th October 2021 for the replacement of the Pumping Station covers to take place.

TEMPORARY CLOSURE OF LE PERQUAGE CAR PARK, LA ROUTE DE LA

 

HAULE FOR PUMPING STATION MAINTENANCE 2021

 

 

Purpose of the Report

 

To request the temporary closure of Le Perquage Car Park, La Route De La Haule between 7am on Monday 20th September 2021 and 6pm on Tuesday 12th October 2021 to facilitate the changing of the pumping station covers located in the centre of the car park.

 

 

Discussion

 

A request has been received from the Principal Engineer, Drainage Design at Infrastructure, Housing and Environment - Liquid Waste section, for the replacement of the Pumping Station covers situated at Tarmac level in the centre of the car park. The existing covers are failing so for Health and Safety reasons they need replacing with a higher specification of cover as they are traversed on a daily basis by vehicles using this car park

 

The works will be carried out by Brenwal on behalf of Liquid Waste. Risk assessments and Method Statements will be prepared to manage site risks and hazards

 

The car park will have safety fencing in place due to the nature of the works and will have associated works vehicles and equipment in the car park during the closure.

 

The loss of parking in Le Perquage during the period of the proposed closure would not have a major impact on the motorists that normally use this car park as there are sufficient spaces available in other car parks such as Goose on The Green, Les Mielles and Victoria House to accommodate displaced vehicles.

 

 

Recommendations

 

The Minister is recommended to approve the temporary closure of Le Perquage Car Park between 7am on Monday 20th September 2021 and 6pm on Tuesday 12th October 2021 to facilitate the changing of the pumping station covers located in the centre of the car park.
