Social Security Department: Increase in manpower for administration of the Long term care Fund
- Purpose of Report
To enable the Minister of Social Security Department (SSD) to submit a request to the Minister for Treasury and Resources for an increase of 4 Full Time Equivalent Posts (FTE) resulting on an increase of 4 in head count, to the Department’s established manpower, in order to achieve the Department’s objectives in line with the Medium Term Financial Plan (MTFP) and States Proposition P.99/2013 on the Long Term Care (LTC) Fund and to enable the Department to administer the Fund.
- Background
Proposition P.99/2013 approved by the States identified the need for ongoing additional human resources in order to administer the LTC Fund from July 2014 onwards. It was estimated that 9.5 FTEs were required.
The Fund is to be administered by Social Security Department (SSD), Health and Social Services Department (HSSD) and Jersey Tax Office (JTO), with FTE allocations as follows:
- 3 FTEs in JTO
- 2.5 FTEs in HSSD
- 4 FTEs in SSD
The 4 FTEs within SSD are to be held for future allocation between SSD and HSSD depending upon requirements.
Costs incurred will depend on the grades recruited, level of experience etc. The Chief Officer of SSD will ensure that associated costs with the additional FTEs will be met by the LTC Fund.
3. Recommendation
The Minister for Social Security approved the request for an increase of 4 FTE resulting on an increase of 4 in head count, to the Department’s established manpower from 1st March 2014 bringing the total FTE to 242.5 in line with States Proposition P.99/2013 on the LTC Fund, approved by the States on 11th December 2013.
4. Reason for Decision
To comply with P.67/1999 (Regulation of Public Sector Employment), this decision will enable the Minister for Treasury and Resources, who is charged to regulate the number of persons employed by the States, to approve the requested increase.
This increase of 4 FTE will enable SSD to administer the LTC fund in accordance with the States Assembly approval of Proposition 99/2013.
5. Resource Implications
The approval of this request by the Minister for T&R will permanently increase the SSD established manpower by 4 FTE, resulting on an increase of 4 in head count. As a result the Department’s FTE and head count will increase from 238.5 to 242.5. This increase will be effective from 1st March 2014 in order that the administering of the fund can commence as planned in July 2014.
