PEDESTRIAN REFUGE ISLANDS AT THE JUNCTION OF GRÈVE D’AZETTE
AND PLAT DOUET ROAD
Purpose of the Report
To provide improved pedestrian facilities at the junction of Greve d’Azette and Plat Douet Road.
Background
The site known as “Chellow Dene, Units 1, 2, 3, 4,and 5 and The Old Canning Factory, Plat Douet Road, St Clement” (“the site”) has recently been the subject of a planning application to re-develop the site for residential purposes. As part of the planning permit the Developer was required to enter into a Planning Obligation agreement to provide various highway infrastructure improvements. These infrastructure improvements include a new roadside footpath along the southern boundary of the site and road widening at the south eastern corner of the site that will enable the construction of a pedestrian refuge island on Plat Douet Road and a pedestrian refuge on Greve d’Azette.
Discussion
The Department has been aware of a desire among residents in the area for improved pedestrian facilities at this junction for some time. When the planning application for the above site was submitted the opportunity was taken to achieve the road widening required. This was helped by a number of consultation responses to the planning application from members of the general public, asking for pedestrian improvements.
Pedestrian refuge islands are considered to be the most appropriate means by which pedestrian facilities can be improved in locations such as this where there is moderate pedestrian demand and traffic levels are not high.
The Connétable of St Clement has been consulted and welcomes this proposal for a pedestrian refuge island.
A drawing of the scheme is shown at appendix A.
Conclusion
Pedestrian refuge Islands can be accommodated within the existing road space at this location and is the most suitable means by which pedestrian facilities can be improved with the anticipated level of demand.
Recommendation
The Minister is recommended to approve the installation of a pedestrian refuge Island at the southern end Plat Douet Road and one on Greve D’Azette just to the west of this junction.
Reason(s) for Decision
To provide improved pedestrian facilities at the junction of Plat Douet Road and Greve D’Azette in accordance with the States of Jersey Sustainable Transport Policy.
Resource Implications
The Islands will be installed by TTS staff and funded from money paid to the States of Jersey as part of the Planning Obligation Agreement with the developer of the adjacent site.
Action Required
Acting Senior Engineer to procure and arrange to install the pedestrian refuge islands.
