PART TIME SPEED LIMITS AT SCHOOLS
Purpose of the Report
To approve the addition of Bel Royal School, St Luke’s School and St Clement School to the list of schools which have part time 20mph speed limits, funded from the Community Safety Fund.
Background
The Minister for Transport and Technical Services has previously approved the installation of part time 20mph speed limits at a number of schools under MD-T-2008-0076 and MD-T-2009-0018, using the Community Safety Fund to pay for the works. The existing part time speed limits have been well received by the public. A further sum of money has become available from this source which will allow part time 20mph speed limits to be installed at more schools.
Discussion
The States of Jersey Police, the three Schools, and each of the Parishes in which the schools are located, have been consulted on the proposal to provide part time 20mph speed limits on the roads in the vicinity of Bel Royal School, St Luke’s School and St Clement School. Le Rocquier School was also consulted on the proposal as Le Rocquier School would be situated within the St Clement School zone.
The areas which are proposed to be covered by the part time 20mph speed limit are shown on, respectively, diagram 1 - Bel Royal, diagram 2 - St Luke’s, and diagram 3 - St Clement, in Appendix 1.
No adverse comments have been received by the Department. St Luke’s School have asked that consideration be given to extending the limit further along Dicq Road, and St Clement Parish has asked that the St Clement zone be extended further east along La Grande Route de St Clement.
Conclusion
It is appropriate and consistent with established policies to provide part time 20mph speed limits on the roads immediately alongside the area of Bel Royal School, St Luke’s School and St Clement School. The precise extents of the speed limit zones will be determined on site taking into account the practicalities of locating the required signage as well as comments received.
Recommendation
The Minister is recommended to approve the provision of part time 20mph speed limits on the roads adjacent to Bel Royal School, St Clement School and St Luke’s School.
Reason(s) for Decisions
To enable the Department to continue with a programme to install part time 20mph speed limits outside schools, at locations considered appropriate, which will contribute to community safety, especially that of school children walking to and from schools.
Action Required
Acting Senior Engineer to arrange for the installation of the signs and lights at those locations identified above.
