Purpose of the Report
To seek to confirm the intention to maintain Homestead, La Vielle Rue, Grouville as a Building of Local Interest (BLI) on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey.
Background and discussion
The Minister previously considered a report on the matter prepared by Jersey Heritage dated 28 November 2008 and determined that Homestead, La Vielle Rue, Grouville was of sufficient interest to warrant its maintenance on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as a Building of Local Interest. A Notice of the Minister’s intent was served on the owners of the property on 23 February 2009 in order to provide an opportunity for representations to be made.
A representation has been received, dated 05 March 2009 (at appendices) which seeks the registration of the property to be reviewed such that the modern rear extension of the property is excluded from the designation. This is, in effect, what is proposed by Jersey Heritage in its recommendation to the Minister and it is thus considered that the representation effectively supports the review that has been undertaken.
Legal and resource implications
The inclusion of buildings and places in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey is consistent with the purposes of the Planning and Building (Jersey) Law 2002.
Recommendation
The Jersey Heritage recommendation is to maintain Homestead, La Vielle Rue, Grouville on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as a Building of Local Interest but to clearly define the extent of the interest, which excludes the modern rear extension.
Reason(s) for Recommendation
The particular interest of Homestead, La Vielle Rue, Grouville, as identified and described in the report and relative to the published criteria for selection, justifies its inclusion on Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as a BLI, and;
It accords with the States Strategic Plan commitment of protecting and sympathetically managing the Island’s built heritage assets.
