INTRODUCTION OF NEW CAR PARKS IN ST OUEN
Purpose of the Report
To request the Minister to approve the creation of St Ouen Parish Hall Front, St Ouen Parish Hall Rear and St Ouen Parish Church car parks and to instruct appropriate Law Drafting instructions to be issued.
Discussion
A request from the Connétable of St Ouen to the Minister for Transport and Technical Services has been received whereby the Connétable has requested that three new car parks in St Ouen be scheduled in the Road Traffic (Public Parking Places) (Jersey) Order 2006.
The request has resulted from an increase in the use of the car parks that are at the front and rear of St Ouen’s Parish Hall which the Parish are struggling to administer. They have noticed there has been an increase in use of these areas since the car park at St Peter’s Community Centre was scheduled with a short stay restriction in 2009. The increase in use has resulted in much of these areas being unavailable for use by Parishioners who wish to use the various facilities adjacent to St Ouen’s Parish Hall.
The car park at St Ouen’s Parish Church has recently been used for parking of commercial vehicles which has resulted in a lack of space for people wishing to attend services at the church.
The Connétable has requested that there be various restrictions on the new car parks as follows:
- St Ouen Parish Hall Rear Car Park be restricted to a maximum stay of 6 hours each visit between 9am and 5pm 7 days a week, a requirement to indicate an arrival time with a parking disc, a no return within 1 hour of leaving and a restriction of no commercial vehicles over 15 foot in length;
- St Ouen Parish Hall Front Car Park be restricted to a maximum stay of 1 hour per visit with a no return within 1 hour of leaving, a requirement to indicate an arrival time with a parking disc and a restriction of no commercial vehicles over 15 foot in length;
- St Ouen Parish Church Car Park be restricted to a maximum stay of 8 hours in a continuous 24 hour period and a restriction of no commercial vehicles over 15 foot in length
The Parish of St Ouen will be responsible for administration and policing of these three new car parks.
The Road Traffic (Public Parking Places) (Jersey) Order 2006 is administered by the Transport and Technical Services Department.
Recommendations
Officers support the creation of the three new car parks as requested by the Connétable of St Ouen and the Minister is recommended to approve the introduction of the St Ouen Parish Hall Front, St Ouen Parish Hall Rear and St Ouen Parish Church car parks and to instruct officers to instruct the Law Draftsman to produce the necessary Amendment to the Road Traffic (Public Parking Places) (Jersey) Order 2006.
