RETURN OF RIS/PACS CAPITAL BUDGET UNDERSPEND TO
THE CONSOLIDATED FUND IN 2015
- Purpose of Report
To enable the Minister to approve the return of £400,000 to the Consolidated Fund from an HSSD capital head of expenditure. This opportunity has arisen as a result of a reduction in the scope of the approved capital project to replace the RIS/PACS computer systems.
- Background
The Radiology Information Systems (RIS) and the Picture Archiving and Communication Systems (PACS) are computer based systems which support the accurate and timely diagnosis of patients. RIS manages the diagnostic imaging workflow and distributes reports and images to all relevant clinicians both inside and outside the hospital. PACS provides the storage for medical images collected from the modality systems in radiology, maternity and endoscopy, and is planned to include further interfaces with diagnostic equipment throughout the hospital.
The HSSD ICR Programme delivered the RIS/PACS initially in February 2010. The contracts with the suppliers require the hardware to be refreshed every four to five years and the software to be refreshed every five years .HSSD therefore planned a replacement project for 2015. The business case prepared by the ISD/BSG Manager requested £1,597,000 to replace both software and hardware, and provided for replacement software products. The capital budget of £1,597,000 was approved in principle in 2012 as part of the MTFP and formally ratified in the 2015 Budget.
As part of the MTFP planning, the Treasury requested that all existing capital projects were reviewed. The feasibility work for this project has now been completed and the result is that the scope of the work may be reduced. The Project Board has approved a reduced project to replace the hardware in full, and to limit the software refresh to the upgrade of software, functionality and interfaces for the existing products.
The reduced project will be sufficient to maintain the currency of the systems for the next five year period and will cost £400,000 less than the full replacement of either or both of the systems and their interfaces. This leaves a capital budget of £1,197,000 to deliver the revised project plan.
- Recommendation
That the Minister approves the budget transfer of £400,000 from the RIS/PACS replacement Capital Head of Expenditure to the Consolidated Fund.
- Reason for Decision
To transfer the planned saving in the RISPACS capital budget from HSSD to the Consolidated Fund in 2015.
- Resource Implications
The RIS/PACS Capital Heads of Expenditure will decrease in 2015 and the Consolidated Fund will increase by the same amount.
