Budget transfer to address 2009 overspend
- Purpose of Report
To enable the Minister for Treasury and Resources to approve a budget transfer to fund expenditure on Court and Case Costs and Wiltshire Police investigations within the Home Affairs Department as agreed by the Council of Ministers when considering the third quarter’s financial report.
- Background
In 2009 the Home Affairs Department exceeded its budget for Court and Case Costs, Operation Blast and the Wiltshire Police investigation by £1,590,188.
This forecast overspend was reported to the Council of Ministers in 2009 as part of the Quarterly Financial Reporting process although the actual overspend exceeds that last forecast in the September report by c£240,000 (from £1,352,567). Other Home Affairs budgets have underspent by £312,000.
The Council of Ministers agreed that all underspends within the Department would initially be used to meet costs within the department. This results in a projected net overspend for the Home Affairs Department of £1,278,552. The Council of Ministers further agreed that forecast underspends in other departments would be reallocated to meet these costs.
It should be noted that the funding of other Court and Case costs expenditure in non-Ministerial departments will be dealt with by transfers between non Ministerial departments separately.
- Recommendation
The Minister approved the transfer of funds of £1,278,552 from the Social Security Department to the Home Affairs Department in 2009 in order to address the Home Affairs Department’s overspend of £1,278,552 in 2009 as previously agreed by the Council of Ministers.
- Reason for Decision
To enable the Minister to transfer budgets in accordance with Article 15(1) of the Finance Law to ensure that the Home Affairs Department accounting officer satisfies his requirements under Article 38(2)(a) of the Finance Law.
