The Classic and Vintage Motor Racing Club's 'Festival of Motoring' Application - 2008 Events.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

TRANSPORT AND TECHNICAL SERVICES  

THE CLASSIC & VINTAGE MOTOR RACING CLUB’S ‘FESTIVAL OF MOTORING’ APPLICATION – 2008 EVENTS  
 

Purpose of the Report  

To obtain Ministerial Decision regarding approval of the Classic & Vintage Motor Racing Club’s (CVMRC) proposed ‘Jersey Festival of Motoring’ racing events for 2008. 
 

Background  

Typically the Jersey Festival of Motoring is hosted by the ‘Jersey Old Motor Club’. However, this year the club has requested the CVMRC to assist it in organising the actual race events. Therefore the Promoter for this year’s festival is technically the CVMRC and they have duly submitted each of the race event applications to TTS.  

The race events are enabled by Order of the Minister for Transport and Technical Services under Article 2 of the “Motor Vehicle Races (Jersey) Law 1946”.  

The CVMRC has consulted with the Connétable of St Helier and other stakeholders directly affected by the road closures.  They have also supplied proof of Public Liability Insurance. 
 

Discussion  

While the Jersey Festival of Motoring is normally promoted by the Jersey Old Motor Club, the CVMRC does have recent experience in managing motor racing events in the Island and is aware of TTS’ traffic management requirements for hosting events on main roads. 

The proposed timings and course details for this year’s event fixtures are similar to those which were approved last year and are as follows: 

  • Victoria Avenue Sprint: Friday 06 June (7pm to 11.30pm): Victoria Avenue is closed from West Park to First Tower junction. The Promoter also wishes to use Lay-by 1 for the parking and display of race vehicles.

 

  • Westmount Hill Climb: Saturday 07 June (10am to 6pm): Westmount is closed from St. Aubin’s Road to the entrance of Overdale Hospital.

 

  • Mount Bingham Hill Climb: Sunday 08 June (10am to 5pm): Pier Road is closed from its junction with the northern arm of South Hill to Mount Bingham. Mount Bingham is closed from its junction with Pier Road to Green Street. Also closed are South Hill, Fort Regent Road and South Hill and La Collette Garden Car Parks.

 

Both Victoria Avenue and Mount Bingham are ‘main roads’ and their closure will involve significant policing and signing requirements. However, closures are outside the normal weekday working hours. The Parish of St Helier administers Westmount Road and its closure will cause little disruption. 

In relation to the ‘Victoria Avenue Sprint’, because the closure only applies between West Park and First Tower, traffic delays and policing requirements will be less onerous than, for example, the closure for the Battle of Flowers. The promenade and the cycle track will be unaffected.  
 

Recommendation 

The Minister is recommended to approve the Road Racing (Hill Climbs and Sprints) (No.2) (Jersey) Order 2008 as prepared.
