La Route du Fort: Installation of pedestrian refuge island

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

PEDESTRIAN REFUGE ISLAND ON LA ROUTE DU FORT EAST OF THE JUNCTION WITH

 

CLEVELAND ROAD

 

 

Purpose of the Report

 

To approve installation of a Pedestrian Refuge Island on La Route du Fort east of the junction with Cleveland Road.

 

 

Background

 

The Government of Jersey Strategic Plan aims include the objective of “persuading people out of their cars” by providing improved footpaths, road crossings and other similar infrastructure.

 

The Department has been allocated funding specifically to implement these infrastructure improvements.

 

The Road Safety Partnership have monitored collision clusters and identified a specific issue in this location.

 

Motorbikes and cyclists overtaking queuing cars on Route du Fort heading west towards the tunnel may come into conflict with vehicles pulling out of Cleveland Road onto Route du Fort.

 

 

Discussion

 

A topographical survey has been carried out and determined there is available road space that could be re-allocated for pedestrian use.

 

There are Bus Stops in both directions in the vicinity of the proposed refuge.

 

A refuge island can be expected to significantly help pedestrians cross Route du Fort in this location.

 

 

Conclusion

 

A pedestrian refuge island is the correct infrastructure to provide at this location to help pedestrians cross the road without significantly hindering traffic flows.

 

The installation of a pedestrian refuge island will also deter motorbikes and cyclists from overtaking queuing traffic in the vicinity of the junction of Route du Fort and Cleveland Road eliminating a potential collision conflict.

 

 

Recommendation

 

The Minister is recommended to approve the installation of a pedestrian refuge island on Route du Fort east of the junction with Cleveland Road.

 

 

Reason(s) for Decision

 

To help pedestrians cross La Route du Fort by its junction with Cleveland Road.

 

Analysis of collision clusters have shown this location as having a high collision rate.

 

A previous serious incident occurred at this location when a pedestrian was knocked down trying to cross the road in this location.
