PROPOSITION
THE STATES are asked to decide whether they are of opinion
to refer to their Act dated 17th November 1999, in which they approved the establishment of a Statistics User Group, and to approve the appointment of Mr Martin Richardson as Chairman of the Statistics User Group for a period of three years.

REPORT
Following approval by the States of P142/1999 – Establishment of a Statistics User Group, the Statistics User Group (S.U.G.) was created in 1999 as an independent body to review and comment upon official statistics in Jersey.
The Statistics User Group is grateful to Mr. Richardson, who, since his appointment as a member of the Group in 2009 and his subsequent re-appointment in October 2012, has been fully committed to the work undertaken.
It is felt that Mr Richardson is eminently suited to the position of Chairman. He is a Chartered Accountant and was a partner from 1987 to 2009 of the Jersey practice Rawlinson & Hunter and continues as a consultant to the firm, specialising in trust and mutual fund administration to the financial services sector. He is presently a director of two listed companies, Cambium Global Timberland Limited and Real Estates Opportunities PLC and a number of other companies. He is and has been the chairman of the audit committee for all the public companies’/mutual funds except Real Estates Opportunity PLC where he is a member of the audit committee.
Mr Richardson has a BA in Science Engineering from the Royal College of Science, Shrivenham and served in the Royal Engineers between 1968 and 1976. On leaving the army, he qualified as a Chartered Accountant with Coopers & Lybrand, Jersey in 1979 for whom he worked from 1976 to 1981 when he joined Rawlinson & Hunter.
As well as being the Treasurer on the board of Trustees of the Jersey Community Relations Trust, Mr Richardson is the Hon. Treasurer of the Army Benevolent Fund, Jersey Appeal and the Poppy Appeal for the British Legion, Jersey Branch. He is also on the Board of Governors of Grainville School.
I therefore recommend to the States that Mr Richardson be appointed to the role of Chairman for a period of three years with effect from the date of approval of this proposition.
The Appointments Commission has confirmed that they support the appointment of Mr Richardson.
