PART-TIME 20MPH SPEED LIMITS AT FIRST TOWER SCHOOL
AND GROUVILLE SCHOOL
Purpose of the Report
To seek the Minister’s approval to add First Tower School and Grouville School to the list of schools which have part-time 20mph speed limits, funded from the Community Safety Fund.
Background
The Minister for Transport and Technical Services approved the installation of part- time 20mph speed limits at a number of schools under MD-T-2008-0076, using the Community Safety Fund to pay for the works. A number of schools have been progressed and a second group are to follow shortly.
Discussion
Subsequent to MD-T-2008-076 the Police, Schools, Road Safety Officer and Parishes were consulted on the proposals for the various schools. Plat Douet School was on the original list of schools but when consultation was carried out support was limited. First Tower School and Grouville School were not on the list at that time but have generally received support.
There have been continuing issues with traffic on La Route és Nouaux at First Tower School as there is a school crossing patrol and large numbers of heavy vehicles accessing the various industrial and commercial activities in Bellozanne Valley. It was therefore considered appropriate to install a short part-time 20mph speed limit on La Route és Nouaux.
Grouville School is bounded on three sides by main roads which are subject to a 40mph speed limit, and also has a school patrol crossing. It is considered that a part-time 20mph zone which would encompass the eastern section of La Rue des Prés, the southern most section of Rue de la Ville és Rénards and the northern most section of La Grande Route de Sablons, with the school crossing patrol in the centre, is appropriate.
As few Plat Douet pupils use La Rue des Prés, the majority using Plat Douet Road which is a permanent 20mph zone with traffic calming, it was not considered appropriate to progress this part-time 20mph limit zone at this time.
Conclusion
Following consultation with the Schools, Parishes and Police, and as a consequence of these further discussions, the list of the first group of schools to have part-time 20mph speed limits should be amended to include First Tower School and Grouville School and proposals for Plat Douet School be deferred for the time being.
Recommendation:-
The Minister is recommended to approve the inclusion of First Tower School and Grouville School on the list of those schools which should have a part-time 20mph speed limit.
Reason(s) for Decisions
To enable the Department to continue with a programme to install part-time 20mph speed limits outside schools, at locations considered appropriate, which will contribute to community safety, especially that of school children walking to and from schools.
Action Required
TTS are to continue with the programme to install signs and lights at those locations identified above.
