PEDESTRIAN REFUGE ISLAND ON LA ROUTE DE ST AUBIN AT MILLBROOK
Purpose of the Report
To provide improved pedestrian facilities on La Route de St Aubin immediately to the west of La Rue de Galet, in accordance with the aims of the States of Jersey Strategic Plan and the Sustainable Transport Policy.
Background
The Department has received a number of requests from residents living in the Millbrook area asking for a pedestrian facility to help them cross La Route de St Aubin west of La Rue de Galet.
Discussion
There are four options that could be considered to improve pedestrian facilities at this location which are: a zebra crossing, a pelican crossing, a pedestrian refuge island or the signalisation (with an all red to traffic pedestrian stage) of the junction of La Rue de Galet and La Route de St Aubin.
The Department has investigated the installation of traffic control signals at the junction of La Rue de Galet, La Rue de Haut, Le Mont Félard and La Route de St Aubin previously, but concluded that signals would not work efficiently due to the complex geometry of the junction.
It is considered that the low number of pedestrians currently crossing at this location does not justify the installation of a zebra or pelican crossing. There are east and west bound bus stops in the immediate area where a pedestrian facility has been requested. The bus stops are likely to be unaffected by the pedestrian refuge island while providing bus passengers with an easier road crossing.
A pedestrian refuge island could be accommodated by removing the 14 roadside parking spaces along the southern side of La Route de St Aubin. The Connétable of St Lawrence has been consulted on the proposal and has expressed concern at the loss of parking. However, the Connétable has confirmed support for prohibiting the parking and providing a refuge island for a trial period. The Department are able to carry out a trial scheme using heavy duty plastic bolt down kerb sections which are easily removed. Should the trial prove that a refuge island is indeed appropriate then the plastic kerbs would be replaced with a permanent island constructed from concrete or granite kerbs.

Conclusion
A pedestrian refuge island on La Route de St Aubin c.60m to the west of La Rue de Galet is the most appropriate pedestrian facility at this location and is in accordance with States of Jersey Policies for encouraging walking and public transport use.
Recommendation
The Minister is recommended to approve a six month trial to provide a pedestrian refuge island located c.60m to the west of La Rue de Galet, which would become permanent should the trial be successful.

To provide a pedestrian refuge island on La Route de St Aubin in accordance with the States of Jersey Strategic Plan and the Sustainable Transport Policy.
Resource Implications
The scheme can be funded from the 2012 Sustainable Transport fund and the work carried out by existing Transport and Technical Services staff.
Action Required
Acting Senior Engineer to procure and arrange to install the pedestrian refuge island.
