Commemorative coin proposals - Queen Elizabeth II lifetime of service and Diamond Jubilee

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s): 

To approve The Queen Elizabeth II Lifetime of Service along with the Diamond Jubilee Gold Plated Coloured Coin proposals.

Reason(s) for Decision: 

To promote and make available commemorative coins for both Jersey and worldwide collectors which generates income for the States of Jersey.

Resource Implications: 

There are no resource implications.

Action required:

The Currency & Operations Manager to secure Palace approval for the attached coin designs and once received advise the company under which the States of Jersey’s commemorative coin is managed, ‘288 Group Limited’, of the approval for coin production to progress.

2010 Commemorative Coin PROPOSALs:

 

  1. Purpose of Report

To recommend the Minister for Treasury and Resources to approve the 2010 commemorative coin proposals for the Queen Elizabeth II Lifetime of Service and the Diamond Jubilee detailed in the attached documents as proposed by The Westminster Collection 288 Group Limited.  

  1. Background

The Westminster Collection is part of the 288 Group Limited and is the company responsible for administering the production and sales of commemorative coins on behalf of the States Treasury & Resources Department.  The royalties from the sales of such coins in 2008 amounted to approximately £93,000.

The “Strategy” for the 2010 coin issues was approved on 29th June 2009 – copy Ministerial Decision attached.  On occasion proposals may be presented which are additional to the initial coin issue programme and therefore require independent approval.

Once Ministerial approval has been granted for the attached coin proposals confirmation of the decision will be forwarded to Westminster Collection. 

3.     Recommendation

The Minister for Treasury and Resources is recommended to approve the commemorative coin proposals detailed in the attached documents.
