Jersey Care Commissioners: Appointment

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The Minister for the Environment has appointed Jackie Hall, Angela Parry and Noreen Kent to the Jersey Care Commission in pursuance of Article 3, Schedule 1 of the Regulation of Care (Jersey) Law 2014 (the “2014 Law”).

The responsibility and functions of the Chief Minister under the 2014 Law were transferred to the Minister of the Environment in accordance with the States of Jersey (Transfer of Responsibilities and Functions) (Regulation of Care) (Jersey) Order 2020.

Reason(s) for Decision:

The Commissioners are appointed to replace previous Commissioners whose term of office has now ended.

Resource Implications:

As per P.95/2014, costs associated with Care Commission are met from fee income.

Action required:

The Minister for the Environment to issue a letter of appointment and associated contract for services.

Introduction

The Minister for the Environment will appoint Jackie Hall, Angela Parry and Noreen Kent as Jersey Care Commissioners in accordance with Article 3, Schedule 2 of the Regulation of Care (Jersey) Law 2014.

 

Jackie Hall, Angela Parry and Noreen Kent have been selected and nominated as Commissioners by the Chair of the Care Commission (the “Care Commission”) in accordance with Article 3, Schedule 2 of the Regulation of Care (Jersey) Law 2014. The selection process was overseen by the Jersey Appointments Commission.

 

A biography of the Commissioners is set out below:

 

Jackie Hall

 

 

Jackie is a qualified nurse (RNMH) with over 30 years’ experience of working in both clinical nursing and in senior manager roles within health and social care.

 

Jackie is currently Director of Social Care with Chailey Heritage Foundation, providing both residential and domiciliary outreach services to children and young adults with complex physical disabilities and health care needs.

 

Jackie has considerable experience of working with adults with learning and physical disabilities, or an acquired brain injury, and with older adults with complex needs.

 

She is a member of the Tribunals Service for Disability Living Allowance (DLA), Personal Independence Payments (PIP) and the Mental Health Tribunal in the South Eastern Region.

 

Jackie has previous experience as a Panel Member for the Nursing and Midwifery Council (Conduct and Competence Committees).

 

She has worked as an inspector for the Commission for Social Care Improvement (CSCI), a predecessor of CQC.

 

She has led and managed services registered with both CQC and Ofsted and is skilled in delivering services to the highest standards in a regulated environment.

 

Jackie lives in Brighton.


Noreen Kent

 

 

Noreen is a skilled and respected midwifery and nurse leader in Scotland.

 

She has 37 years’ experience of working in the NHS, a career that has spanned clinical, managerial, education and policy roles.

 

Noreen was Nurse Director and Executive Lead for Clinical Governance within NHS National Services Scotland, helping to shape and apply policy at national, regional and local levels. As Nurse Director within this National Board Noreen was their senior responsible officer for the Excellence in Care Programme.

 

As UK Programme Director and strategic lead for 'Midwifery 2020', Noreen ensured delivery of a complex change management project across the four UK jurisdictions, on time and within budget.

 

Noreen has recently completed an eight-year term as a Fitness to Practice registrant panel member and Chair with the Nursing and Midwifery Council (NMC) and has considerable experience of professional regulation.

 

Noreen describes herself as passionate about the importance of the link between maintaining professional standards and behaviours and safeguarding the health and wellbeing of the public. She is committed to placing the patient and client at the centre of care, striving always to improve quality and outcomes for patients and their families.

 

Noreen lives in Stirlingshire.


Angela Parry

 

 

Angela has worked in both strategic leadership and operational roles in health, social care and housing, with responsibility for the quality and performance of services provided in all care settings. 

 

As an independent management consultant, she leads pathway redesign and improvement projects for local authorities and care companies in England. 

 

An improvement specialist, Angela is experienced in using business process re-engineering to drive up performance in support environments.  She has worked effectively with boards, politicians, residents, and others, setting stretching goals and priorities to bring about positive, practical change. 

 

She has worked as an independent peer reviewer for the Local Government Association (LGA) and for the Association of Directors of Adult Social Services (ADASS) and was part of the team that created the National Level 5 Training Programme 'Commissioning for Wellbeing' supported by Skills for Care. 

 

Angela lives in London.
