Sunday Street Market in St. Helier: Establishment

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

The Minister is committed to supporting the retail sector in Jersey through the development of a comprehensive Retail Development Plan. However, this activity is time-critical and specific support has been requested by the Parish of St. Helier in advance of publication of the Plan.

Resource Implications:

The budget for this activity is £13,000. There are no manpower implications.

Action required:

The Project Strategy & Delivery Manager to negotiate terms for a Service Level Agreement with the Parish of St. Helier for the delivery of this activity within the parameters outlined in the proposal.

Sunday Street Market in St. Helier: Establishment

Report for the establishment of a Sunday Street Market

 

The Economic Development Department has been working with a number of stakeholders to consider various options to further support and develop the retail sector in the Island.  The Department, in conjunction with Chamber of Commerce and Jersey Business Limited, is drafting a Retail Development Plan and has made a commitment to invest in a range of tactical activities to support the sector in 2014 once the Plan has been approved by the Minister for Economic Development.  Funding for activity in 2015 will be considered as part of the Department’s normal Business Planning Process.

  

One activity identified in the Retail Development Plan was the establishment and operation of a regular Sunday Street Market in St Helier. 

 

The Department has been discussing this with the Parish of St Helier and their proposal to establish and deliver this Sunday Street Market is shown below. 

 

The Minister is being asked to agree to this specific activity in advance of the final agreement and publication of the Retail Development Plan, and to agree to enter into a Service Level Agreement with the Parish of St Helier for the delivery of this activity.

Introduction

Following the success of the St Helier Street Party the Constable has proposed that a market be held every Sunday In the centre of St Helier from July to October 2014.

 

Overview

  • To create a Sunday Market as is the custom in France and animate the town. This has frequently been requested by Tourism as much of the feedback they receive is of the lack of animation in town on a Sunday.
  • The area would include entertainment, market stalls, and food from local traders.
  • The emphasis would be in the promotion of local start-up businesses and as a consequence Jersey Business has agreed to find suitable small / start-up businesses.  This will give the businesses a chance to establish a presence, trial their products or services, and establish the viability of their business model
  • It would provide a unique and different market offering, as currently all the markets are similar and have the same stalls at every event.
  • In order to facilitate the start-up business’s it is necessary to provide the market equipment to minimise their initial investment and encourage them to participate in the event.

 


Operational Management

The intention is to have a maximum of 16 stalls, 11 3mx3m and 5 3mx2m all branded in the same blue and white livery.  The intention is to purchase these stalls from a UK supplier in order that the market product will look professional and uniform.   

 

Location

3 3mx3m stalls will be located next to the Obelisk off Broad Street, 5 3mx2m stalls will be located off the street in New Cut and the other 8 3mx3m stall will be located in New Street.

This area has been selected as Conway Street is used as the gateway to St Helier and as a consequence the market will start at the obelisk and  carry over inter the North side of King Street thereby straddling King St the  most used street in the town.

 

Management

The overall control of the market will be assumed by the Parish of St Helier, and a market manager has been funded and will be supported by the income from the stall rental.

 

Rental

A four week rental cost will be £20 per week.

 

Marketing

Initially the marketing will include advertising on 103 and in the JEP along with entertainment for the first four week of the market launch.

 

Sustainability

It is intended that the ongoing costs of the market will be recovered by stall rentals and food pitch income

 

Bailiffs’ Permission

This has been agreed for Sundays for the period 25th May to 26th October, from 10:00 to

5:00pm

 

TTS

We are waiting confirmation from TTS that they agree to the closure of New Street, from Costcutter down to King Street on these occasions so that the stalls can be erected.

The Parish of St Helier is asking the Economic Development Department for Grant Funding against the following costs to help with the delivery of this event:

Conclusion
