AMENDMENT TO ROAD TRAFFIC (PUBLIC PARKING PLACES) (JERSEY)
ORDER 2006
Purpose of the Report
To seek the Minister’s approval to change the existing maximum stay period at the following car parks administered by Economic Development, Tourism, Sport and Culture Department to a maximum stay of three hours in a continuous 24 hour period with a requirement to indicate an arrival time using a time clock Monday to Friday and a maximum stay period of eight hours in any continuous period of 24 hours with a requirement for an arrival time to be displayed using a time clock on Saturday and Sunday:
- Fort Regent Approach Road and Ditches
- Les Quennevais Sport Centre and Playing Fields
- Airport Playing Field
- Grainville
- FB Fields
To change the existing maximum stay period at the following car parks administered by Economic Development, Tourism, Sport and Culture Department to a maximum stay of three hours in a continuous 24 hour period with a requirement to indicate an arrival time using a time clock Monday to Friday:
- Springfield Stadium East
- Springfield Stadium North
- Springfield Stadium South
To add two new car parks administered by Economic Development, Tourism, Sport and Culture Department with a restriction of permit holders only between 8am and 5pm during School term times and a maximum stay of three hours in a continuous 24 hour period with a requirement to indicate an arrival time using a time clock at all other times:
- Oakfield Sports Centre Car Park (St Saviour)
- Langford Sports Centre Car Park (St Saviour)
To amend the maximum stay period allowed in the following car park from the existing maximum four hour stay to a maximum of three hours in any one visit with charges remaining at the existing one unit per hour or part thereof during the existing charging period:
- Pier Road Car Park levels 14 and 15
To add the following car park with a maximum stay period allowed of three hours in any one visit with charges at one unit per hour or part thereof during the existing charging period:
- Pier Road Car Park level 13
Background
The Economic Development, Tourism, Sport and Culture Department has requested the above changes to the Road Traffic (Public Parking Places) (Jersey) Order 2006 to introduce three new car parks and amend the maximum stay periods in car parks that are already scheduled and are under their administration. The areas are also requested to have a no commercial vehicle over 15 foot length without permission restriction applied. It has also been requested that Pier Road Car Park level 13 which is currently not scheduled be included with the same restrictions as will apply to Pier Road Car Park levels 14 and 15.
The request to make these changes will enable more effective policing of the areas so they are available for use by users of the various facilities. The area is currently policed by Officers of Economic Development, Tourism, Sport and Culture. The request has been authorised at Chief Officer level.
Discussion
Officers would support the changes requested. The policing and enforcement is carried out solely by officers of Economic Development, Tourism, Sport and Culture Department.
The Department for Infrastructure administer the Road Traffic (Public Parking Places) (Jersey) Order 2006.
Recommendations
The Minister is recommended to approve the request from the Economic Development, Tourism, Sport and Culture Department and to instruct Officers to instruct the Law Draftsman to prepare an Amendment to the Road Traffic (Public Parking Places) (Jersey) Order 2006 to incorporate this.
Reason(s) for Decision
To change the maximum stay periods in existing car parks scheduled as being under the administration of the Economic Development, Tourism, Sport and Culture Department and to add the three new car parks requested with the appropriate maximum stay periods as detailed above.
Resource implication
Law Drafting time. Economic Development, Tourism, Sport and Culture Department signage £2,000 and JEP Gazette entry £100.
Action Required
Officers to request the Law Draftsman to prepare the necessary Amendment to the Road Traffic (Public Parking Places) (Jersey) Order 2006 for subsequent submission to the Minister.
