Greville Bathe Fund: Nomination of Members

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Nomination of members to the delegation of the Greville Bathe Fund (the Fund).

Decision(s):

The Minister approved the nomination of Jurat Suzanne Elizabeth Marett-Crosby née Marett (Jurat Marett-Crosby) and Jurat Charles Richard Blampied (Jurat Blampied) as members of the delegation to the Fund and requested that it be lodged au Greffe for debate at the earliest opportunity.

Reason(s) for Decision: 

Appointment of Jurat Marett-Crosby, to replace Jurat Le Cornu and Jurat Blampied to replace Jurat Morgan due to these Jurats ceasing to hold office.

 

The last Will and Testament of Greville Inverness Bathe which lead to the Fund being formed stated that “I would prefer and desire that those selected by the States of Jersey for the administration and sanctioning of grants from the income of the Trust Fund hereby created should be four of the Jurats of the Royal Court of Jersey”.

Resource Implications:

There are no financial or manpower implication for the States arising from this proposition.

Action required:

The Greffier of the States be requested to arrange for the attached Report and Proposition be lodged au Greffe with a request for debate at the earliest opportunity.

Nomination of memberS to the delegation of the Greville Bathe Fund

 

 

  1. Purpose of Report

 To enable the Minister to approve the nominations of Jurat Suzanne Elizabeth Marett-Crosby, née Marett (Jurat Marett-Crosby) and Jurat Charles Richard Blampied (Jurat Blampied) for the purpose of administering the income of the Greville Bathe Fund and for this to be lodged au Greffe.

 

  1. Background

The will of the late Greville Inverness Bathe provided for the setting up of a fund to be known as the Greville Bathe Fund. This Fund provides relief to sick, needy and aged persons of either sex and to local charities.

 

  1. Nominations

Jurat Marett-Crosby has offered herself for nomination for the purpose of administering the income of the Greville Bathe Fund in place of Stanley Le Cornu, known as Jurat Le Cornu who ceased to hold office of Jurat on 23rd September 2014.

 

Jurat Blampied has offered himself for nomination for the purpose of administering the income of the Greville Bathe Bund in place of Peter Morgan, known as Jurat Morgan who ceased to hold office of Jurat on 17th August 2014.

 

  1. Recommendation

The Minister is recommended to approve the nominations of Jurat Marett-Crosby and Jurat Blampied for the purpose of administering the income of the Greville Bathe Fund in place of Stanley Le Cornu and Peter Morgan and for this to be lodged au Greffe at the earliest opportunity.
