St. John's Road: 20 mph part-time speed limit

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: To approve the installation of a part time 20mph speed limit on St John’s Road in support of the proposed Road Safety Strategy and Safe Routes to School.

 

Decision(s):  The Minister approved the installation of a part time 20mph speed limit on St John’s Road at the beginning and end of the school day for Haute Vallee School.

 

Reason(s) for Decision: To improve pedestrian, and in particular pupil, safety in accordance with the Sustainable Transport Policy and Safe Routes to School.

 

Resource Implications: The anticipated costs for the work is £6,000 which is to be funded as part of the Department’s Sustainable Transport and Road Safety Schemes programme.

 

Action required: DfI to arrange installation, power supply and appropriate signage.

INSTALLATION OF ‘PART TIME’ 20MPH ZONE ON ST JOHN’S ROAD

 

 

Purpose of the Report

 

To approve the installation of a part time 20mph speed limit on St John’s Road, St Helier to serve Haute Vallee School.

 

 

Background

 

Many pupils living to the south of the school access the premises via La Grande Route du Mont à l’Abbé. Those pupils who live in La Pouquelaye and surrounding areas need to cross St John’s Road as at this point there is no footpath on the west side of St John’s Road heading north from the southern exit of La Grande Route du Mont à l’Abbé.

 

 

Discussion

 

‘Part time’ 20mph electronically signed 20mph speed limits are legally enforceable under Article 4B of the Road Traffic (Speed Limits) (Jersey) Order 2003. The installation of the signs will approve road safety and encourage children to walk to school, consistent with the States Sustainable Transport Policy. The installation is supported by the Connétable, Honorary and States Police.

 

Conclusion

 

The scheme will provide safety benefits and encourage more walking.

 

 

Recommendation

 

The Minister is recommended to approve the installation of a part-time 20mph speed limit, electronically controlled, along the length of St John’s Road indicated on the accompanying plan.

The anticipated cost for the light installation is £6,000 funded by Department for Infrastructure.
