REPORT TO THE HOUSING MINISTER
TRANSFER OF 28 WEST PARK AVENUE FROM JERSEY PROPERTY HOLDINGS TO THE HOUSING DEPARTMENT
Purpose of Report
To seek the approval of the Minster for the transfer of 28 West Park Avenue, St Helier Jersey JE2 3PJ together with the associated budgets from the balance sheet of Jersey Property Holdings (JPH) to the balance sheet of the Housing Department.
Background
In 2010, the respective Ministers of Housing and Treasury and Resources approved the transfer of certain properties that provided an emergency housing function from the balance sheet of JPH to Housing (MD-H-2010-0074 and MD-TR-2010-0129 refer).
The rationale behind these transfers was that this form of emergency housing was more closely aligned with the core activities of the Housing Department than those of JPH. The properties transferred included 26 West Park Avenue, which is leased to the Jersey Council on Alcoholism (JCOA) under a long lease.
Current Situation
Unfortunately, the Ministerial decisions excluded, in error, the adjacent property, 28 West Park Avenue, which is linked to 26 West Park Avenue and is the subject of the same lease to the JCOA. This administrative error has resulted in 28 West Park Avenue remaining on the balance sheet of JPH.
Proposals
It is proposed that the property be transferred from the JPH balance sheet to that of the Housing Department together with the associated budgets in perpetuity.
Resource Implications
The asset and associated depreciation budget will be transferred between JPH and Housing.
Recommendation
That the Minister agrees to the transfer of 28 West Park Avenue, St Helier, Jersey JE2 3PJ from the balance sheet of JPH to the Housing Department with effect from the 08th August 2012..
