Appointment of Jersey Environment Forum Members

Background
The Jersey Environment Forum is a non-executive body whose purpose is to advise government on matters of environmental policy. It has twelve members who serve for terms of three years, resulting in the need to replace four retiring members each year.
Members elect a chairman from within their number and for the last three years James Godfrey has undertaken this role. James retires from the forum this year and members have chosen Hugh Forshaw, another founder member of the forum, to be their Chairman.
Discussion
Members have been selected to represent a range of experience and specialised knowledge. This arrangement has worked very well and it is therefore desirable to maintain a similar range of knowledge and experience when replacing retiring members.
Members retiring in 2006 are:
James Godfrey – Agriculture
Andrew Syvret – Marine ecology
Kirstie Walker – Education core syllabus
Jeremy Barnes – Built environment
Experience sought in new members was:-
1. Marine
2. Education
3. Built environment
4. Independent/links with business
5. Community network
An advertisement for new members was placed in the Jersey Evening Post Gazette section over several nights. The nine applicants were considered by the forum chairman and the Director of Environment on 25 July using a weighted matrix system of evaluation.
The four proposed new members emerging from the selection process are:-
Natalie Sullivan An advocate specialising in offshore law
Edward Sallis Principal of Highlands College
Shelley Hawkins A marine ecologist
John McGuinness Deputy Head of Le Rocquier School
Recommendation
It is recommended that the Minister endorse the appointment of the four new members of the Jersey Environment Forum.
