ROAD TRAFFIC (ST HELIER) (JERSEY) ORDER 1996 AMENDMENT
Purpose of the Report
To amend the Road Traffic (St Helier) (Jersey) Order 1996 by Article 68 notice to convert all Disc parking on Department for Infrastructure (DfI) administered main roads to Paycard Parking or Unloading Bays.
Background
A review on the consistency of parking charges and restrictions on the main roads administered by DfI considered that the remaining areas of disc parking areas were anomalous. These areas are regularly and openly abused by motorists seeking to park for long periods, slowing turnover and preventing access by other users, creating a policing cost without a proportionate return.
This paper considers how disc parking might be removed from the main roads controlled by the Minister for Infrastructure and replaced with more consistent regulation, to improve availability of parking. The paper then recommends the changes to parking restrictions to specific sites.
Discussion
The review considered where some disc zones supported the unloading and loading of goods, they should be more suitably converted to loading bays. Other disc zones without this requirement should be converted to a standard parking format, where appropriate charged in a similar way to nearby parking. This has the additional benefit of encouraging a turnover of spaces to ensure better availability for all users.
Commercial Buildings
The East side of Commercial Building is where the one hour Disc ‘for commercial vehicles only’ restriction is significantly abused and problematic to enforce.
It is proposed that the existing restrictions should be replaced by a series of 20 minute unloading bays for deliveries and collections, and one hour paycard zones for motorists visiting the shops and businesses in the area.
The existing six hour Disc zones would then become a two hour paycard parking area to allow longer stays for visitors to the area. Long stay parking facilities for boat owners are located nearby at Pier Road and La Collette car parks.
Mount Bingham
It is proposed that the existing three hour disc zone should be removed, and replaced with a two hour paycard zone. This will provided a higher turnover of vehicles in the area throughout the day and should provide uplift in the amount of visits to the area.
Roseville Street
It is proposed that the existing disc zone should be converted into a two hour paycard zone as this parking area is routinely abused throughout the day. This will encourage an increase in turnover and make it much easier for motorists making short visits to park in the area.

Schedule 8 - Parking Places on Roads
The entry for Mount Bingham in Part 6 (Parking Discs – 3Hour Limit) is to be removed from the order.
The entries for Commercial Buildings are to be removed from Part 7 (Parking Discs 6 hour limit), and Part 8 (Parking Discs – Parking of Commercial Vehicles for Business Purposes) of the Order due to the implementation of new restrictions on this road.

Commercial Buildings – East Side:
- Between a point 7 yards south of the Tunnel to a point 19 yards further south
- Between a point 71 yards south of the Tunnel to a point 80 yards further south
- Between a point 86 yards south of the Tunnel to a point 98 yards further south
- Between a point 137 yards south of the Tunnel to a point 155 yards further south
- Between a point 164 yards south of the Tunnel to a point 182 yards further south
- Between a point 219 yards south of the Tunnel to a point 236 yards further south
- Between a point 241 yards south of the tune to a point 250 yards further south
- Between a point 272 yards south of the Tunnel to a point280 yards further south

Mount Bingham
- North Side Between a point 27 yards west of its junction with Green Street and a point 40 yards further west.
- South Side - Between La Collette slipway and a point 47 yards west.
Roseville Street
- East side: - Between La Route du Fort and a point 16 yards south of Hastings Road.
Commercial Buildings
- West and south sides (from the end of the masonry retaining wall to the western edge of the motorcycle parking on the south side)
- West Side (between a point 186 yards south of a point 3 yards south of the northern boundary of No.25 and a point 19 yards further south)
Schedule 10 – ‘Parking of Vehicles on Roads for Loading and Unloading’
The entry under Commercial Buildings shall list the below locations as unloading bays, the Waiting Period will be 20 minutes, and the times of operation will be 5am - 6pm Monday to Saturday: -
- Between a point 26 yards south of the Tunnel to a point 37 yards further south
- Between a point 104 yards south of the Tunnel to a point 137 yards further south
- Between a point 202 yards south of the Tunnel to a point 219 yards further south
- Between a point 254 yards south of the Tunnel to a point 263 yards further south
- Between a point 292 yards south of the Tunnel to a point 305 yards further south
Recommendation
The Minister is recommended to approve the request to amend the Road Traffic (St Helier) (Jersey) Order 1996 by Article 68 notice.
Reason(s) for Decision
To amend the Road Traffic (St Helier) (Jersey) Order 1996 by Article 68 notice to introduce new parking and unloading arrangements across DfI main roads within the parish.
Action Required
Officers to prepare an Article 68 Notice for publishing in the Jersey Gazette, ahead of instructing the Law Draftsman to prepare an Amendment to the Order for subsequent submission to the Minister
