Transfer of £1.38m to INFORMATION SERVICES WITHIN THE CHIEF MINISTER’S DEPARTMENT FOR INFTRASTRUCTURE SUPPORT
- Purpose
To enable the Minister for Health and Social Services to approve the transfer of £1,384,000 from Health and Social Services to Information Services within the Chief Minister’s Department.
- Background to this Decision
In 2011, Information Services Department (ISD) introduced a shared infrastructure for supporting all States Departments. The technology / platform that supports this is called Virtual Infrastructure. ISD initiated charging for this environment based on each department’s utilisation. Virtualisation uses software to run multiple operating systems on the same physical server hardware. The main benefits of moving to a virtual infrastructure are:
- costs significantly less (reduces the number of servers required)
- management and support is far easier
- the environment can scale up more easily to allow for increased demand and growth
Health and Social Services (H&SS) want to move away from the revenue charge model and allow ISD to fully cover capital replacement. To facilitate this, ISD has agreed to accept a capital budget transfer of £1,384,000 to fund the cost of the new and replacement server environment (Virtual Infrastructure). This includes all hardware and system costs. These funds will be used by ISD to manage H&SS hardware replacement requirements in the future.
The capital budgets to be transferred to ISD are:

As a result, ISD will not charge H&SS revenue costs for the virtual infrastructure environment.
ISD will request capital funding for any new server infrastructure in the future, supported by H&SS. These new agreements will be incorporated into the Service Level Agreement between H&SS and ISD.
- Recommendation
The Minister is recommended to approve the transfer of £1,384,000 from Health and Social Services to Information Services within the Chief Minister’s Department.
- Reason for Decision
Article 18(1)(c) of the Public Finances (Jersey) 2005 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be transferred from one head of expenditure to another for any purpose not mentioned in sub-paragraph (a) or (b).
- Resource Implications
The Health and Social Services Equipment and minor capital head of expenditure (J00MC10005) to decrease by £715,040 and Replacement RIS/PACS IT assets capital head of expenditure (J00MF15026) to decrease by £668,960 and Chief Minister’s Department Computer Development capital head of expenditure (F0000C0009) to increase by £1,384,000.
