Budget Transfer: Contingency Funding for upgrade of facilities at Crabbe

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Crabbé - upgrade and replacement of facilities: budget transfer of £926,000 from the Central Contingency (one off).

Decision(s): 

The Minister approved the budget transfer in 2013 of £926,000 from the Social Security revenue head of expenditure to Jersey Property Holdings (who will manage the project on behalf Education, Sport and Culture) capital head of expenditure for the upgrade and replacement of facilities at Crabbé (named “the Queen’s Silver Jubilee Activity Base”).

Reason(s) for Decision:  

The outdoor facility at Crabbe is only 1 of 3 outdoor facilities on the Island (the others being owned by the Scouts) and is extremely popular, accommodating up to 4,620 people in 156 groups in 2010.

The facility is in urgent need of upgrade and replacement with funding specifically required for:

  • replacement of wooden chalets which no longer comply with the latest health and safety, child protection and disabled access requirements;
  • rebuilding of the main learning area to incorporate the accommodation, and to improve kitchen and toilet facilities for adults and children.

Resource Implications:  

Transfer of £926,000 to Jersey Property Holdings (JPH) who will manage the project on behalf of ESC. A new capital head of expenditure will be set up in JPH in the name of ESC to reflect the financial arrangement in place.

Action required:  

Request for Treasury Minister to approve transfer and then the ESC Finance Director and Treasury to implement the transfer.

  1. Purpose of Report

 

To request the Minister for Treasury and Resources to approve a budget transfer of £926,000 from Central Contingency (one-off) for the upgrade and replacement of facilities at Crabbe.

 

  1. Background

 

The outdoor facility at Crabbe opened in 1981 and is only 1 of 3 outdoor facilities on the Island (the others being owned by the Scouts). The facility is extremely popular and in 2010 accommodated a total of 4,620 people in 156 groups. The facility is 30 years old and is now in need of urgent upgrade and replacement to make it compliant with the latest requirements for health and safety, child protection and disabled access.

 

Specifically funding is required for:  

 

  • replacement of wooden chalets which are no longer fit for purpose;

 

  • rebuilding of the main learning area to incorporate the accommodation, and to improve kitchen an toilet facilities for adults and children.
