Statement as to the number of births, marriages and deaths registered in the twelve parishes of the Island during 2007.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

The Minister approved the Statement of births, marriages and deaths for the year 2007.

Reason(s) for Decision:

Article 75 of the Marriage and Civil Status (Jersey) Law 2001 requires the Minister for Home Affairs to report to the States each year the number of births, marriages and deaths registered in the preceding year.

Resource Implications:

There are no financial implications to the HAD from this decision.

Action required:

The Executive Officer, Home Affairs to request the Greffier of the States to present the Statement to the States as a Report.

Notes:           

  1. When the various re-registrations are deducted from the official birth registrations shown above, the actual number of children born in the Island in 2007 was 1030. This is 80 more than last year.

 

  1. The number of marriages performed in the Office of the Superintendent Registrar in 2007 was 229. This was 15 fewer than last year. A further 176 civil marriages were celebrated in Approved Premises. This number is 2 less than that held in Approved Premises last year. The most popular months for marriages were August (102), September (93) and July (84).

 

  1. During the year 178 couples came to the Island to be married. This is the same figure as that of last year. The most popular months were August (31) followed by June (24) and September (22).

 

  1. The number of deaths registered in 2007 is 18 less than in the previous year.
