Sports Division Charges - Increase in fees for 2018

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Increase in fees for Sport Division Charges for 2018. 

Decision(s):

The Assistant Minister approved the increase in Sports Division fees for 2018 by 2%, this figure being less than the 2.5% as recommended by the States of Jersey Financial Directions No. 4.1, and less than the annual rate of RPI(X), 2.7% as of June 2017. The table in the appended report shows the increase from 2017 to 2018.

 

Reason(s) for Decision:

The division undertakes an annual review of charges applied in the private sector to ensure it remains competitive and provides value for money. In 2017 fees were increased by 1.5%.  

 

Resource Implications:

There are no financial or manpower implications for the States as a result of the Ministerial Decision.

 

Action required:

Fees to be increased from 1st January 2018.

Background

 

Charges were increased for 2017 by 1.5%, in line with the annual rate of RPI(X) at June 2016.

 

Sport Division charges are reviewed and increased on an annual basis in accordance with SoJ Treasury guidelines.

 

In the areas of health & fitness the Sport Division operates within a competitive environment. 

 

An annual review of charges applied in the private health and fitness sector is undertaken to ensure the Sport Division remains competitive and provides value for money.

Fee increase recommendations for 2018

 

During the twelve months to June 2017 the All Items Retail Prices Index (RPI) for Jersey increased by 2.5% to stand at 166.1 (June 2000 = 100). 

 

Prices in the Household goods, Housing and Leisure services groups increased at a lower rate, on average, in Jersey than in the UK

 

The recommendation for 2018 is a 2% price increase for the use of all indoor and outdoor sports facilities including the “Active” membership scheme. As in previous years rounding up or down. For example a £28.00 monthly swim pass with 2% added would be £28.56.  This would be rounded up to £28.60.

 

Retail items to continue to be sold at cost with the following additions passed on to the customer i.e. mark-up (usually 70%), GST and carriage costs. Specific retail items may have conditions attached as to what they can be sold for so as not to devalue the brand. Aged stock may be discounted for sale; this will not be below cost + GST.

 

SoJ departments to continue to be charged 50% of the full commercial room hire rate.

 

Clubs and associations to continue to be charged 50% of the full equipment hire rate.

 

It is important to note that we continue to offer free use of facilities and heavily discounted rates for a large numbers of socially disadvantaged groups, clubs & associations, schools and in areas of sport development (Jersey Sport).
