PARISH OF ST HELIER APPLICATION FOR ENTERTAINMENT ON PUBLIC
ROADS DURING ST HELIER STREET PARTY
Purpose of the Report
To obtain a Ministerial Decision regarding approval of road closures and changes to the bus service for the purpose of the Parish of St Helier “Street Party” on Saturday 19 July and Sunday 20 July.
Background
The Promoter, The Parish of St Helier, has submitted for the second year details of proposed road closures and traffic restrictions for the St Helier Street Party. The format of the event is as per last year.
It is proposed that the event be enabled under Connétables’ powers (‘Road Traffic (Jersey) Law 1956: Article 67 (4) & (5) - Temporary Traffic Restrictions’), however, as TTS roads are affected by the event the Minister’s endorsement is required.
The Promoter has consulted and is co-ordinating with the Emergency Services, TTS Parking Control, Liberty Bus and the Taxi Drivers Association. The Promoter holds a public liability insurance policy of £5 million for this event.
Discussion
The ‘Fete de St Helier’ Committee is to celebrate ‘St Helier Day’ by holding a week of celebrations. As part of these celebrations the Committee is holding a Street Party over two days on roads around St Helier’s centre. The event will involve the closure of the southern end of The Parade, through York Street to the junction of Conway Street and Broad Street. The event will consist of stalls set up on the highway which will be leased from the promoter. These stalls will provide extra retail space for town traders and traders across the island. The stalls will be a mix of crafts, retail, food and drink.
Road Closure
To facilitate the set-up and the clear up of the event, roads will close from the night before until the morning after the event finishes. Therefore, the following proposed road closures (see Map) are between 6pm Friday 18 July and 6am Monday 21 July:
The Parade - West (from Gloucester Street to York Street), The Parade – East, York Street, Charing Cross, Broad Street.
Further traffic restrictions will be in place on Seale Street behind the Parish Hall to prevent general access whiles allowing access to residents only.
Traffic wishing to access Union Street from Cheapside will be diverted onto Upper Gloucester Street, Cannon Street, and Devonshire Lane.
Traffic will be unable to access Union Street and Dumaresq Street from Charing Cross / Broad Street so will be diverted at Conway Street via the Esplanade, West Park and Cheapside.
Emergency access will be maintained throughout the event with a sufficient lane width between the stalls being established.
Car Parks
Parking along The Parade (from Gloucester Street to York Street), York Street and Broad Street will be suspended along with parking on the eastern side of The Parade. Sand Street car park will remain open throughout the event and will be accessible from Castle Street and Seaton Place.
Buses
The only bus routes to be affected will be the outbound leg of Route 25 which will be diverted via the Esplanade, West Park and Le Route de St Aubin. The diversion will not have a great affect to the bus service due to reduced services on a Sunday.

The Minister is recommended to approve the road closures and changes to the bus service for the Parish of St Helier Street Party.
Action Required
Technical Assistant, Traffic and Infrastructure to forward a signed copy of the Ministerial Decision to the Parish of St Helier.
