1. Introduction
The purpose of this report is to ask the Minister to formally approve and sign the Revised Planning Application in respect of the redevelopment of St Peter’s School.
2. Background
On the 2nd February 2006 the Minister approved the original plans to redevelop St Peter’s School by virtue of signing Ministerial Decision MD-ESC-2006-0010 and the associated Planning Application Form.
Since then the Department for Environment and Public Services (Design and Conservation Section) have raised a number of concerns with regard to the proximity of the new school building to the existing 1862 school building and the ‘blandness’ of it’s main roadside elevation as seen from La Rue De L’Eglise.
3. Revised Planning Application
The current revised Planning Application incorporates the following key amendments which have resulted form consultation with the Planning Department:
· The area of building / corridor linking the new school building to the existing has been extended to maintain the historic and architectural prominence of the existing 1862 building.
· The main school entrance has been repositioned from the West facing elevation to the North facing elevation.
· The height of the hall has been increased to make it more prominent along the roadside elevation.
· The roof coverings have been changed from slate to a continuous metal system to give more prominence to the existing 1862 building. The change in specification has also allowed the pitch of the roof to be lowered to again reduce the impact of the new building on the old.
4. Budget
A revised cost plan (No. 2 dated 15.08.06) confirms the revised scheme remains within the agreed budget.
There are no additional application fees associated with the revised application.
5. Programme
The current target programme stands as follows:
Revised Planning Application : End August 06
Building bye-law approval : End of September 06
Contract start : March / April 07
Contract Period : 5 Months
Contract completion : June / July 2008
6. Recommendation
It is recommended that the Minister for Education, Sport and Culture:
a) approves and signs the attached the revised Planning Application.
b) approves and signs the attached the ‘Decision Summary Template’.
