Appointment of members to the Jersey Council for Safety and Health at Work
1. SUMMARY
The constitution of the Jersey Council for Safety and Health at Work, which was agreed by the States on the 30th July 1991, provides for the appointment of members to the Council by the Social Security Committee. With the introduction of Ministerial Government, the responsibility for appointment of members now rests with the Minister for Social Security.
The Minister is, therefore, requested to appoint persons put forward by the Chairman of Council, Mr P Richardson, to serve a three year term of office as members of the Council.
2. BACKGROUND
2.1 The Jersey Council for Safety and Health at Work
The Council is an independent body set up by the States, to promote the health and safety of workers and others affected by work activities. The Council consists of a Chairman and four members who are appointed to serve a three year term of office. The Minister presents a report to the States notifying of his intention to appoint the Chairman, with the Minister appointing members to the Council.
The Council receives an annual grant to carry out its work and is required to submit an annual report and audited accounts to the States.
2.2 Proposed members
Council has sought new members to replace a member who has resigned and a member whose term of office has expired. The recruitment process has been carried out in accordance with the Jersey Appointments Commission Code of Practice for Appointments to Autonomous and Quasi-Autonomous Public Bodies and Tribunals, with requests for interested parties to serve as members being advertised in the Jersey Evening Post.
As a result of this appointment process, Mr Richardson, Chairman of Council, has put forward the names of two members: the reappointment of an existing member, Mr Simon Boarder, and a new member, Mr Nicholas Jewell. Mr Boarder is an Engineers Representative working for Donaldson Associates Limited and Mr Jewell is a Sports and Facilities Manager with the Education, Sport and Culture Department.
A copy of the letter from Mr Richardson together with copies of C/Vs for Mr Boarder and Mr Jewell are attached to this report.
2.3 Financial and manpower implications
Members of Council serve on an honorary basis and therefore these appointments have no implications for the financial or manpower resources of the States.
3. RECOMMENDATION
It is recommended that the Minister agrees to the proposal by Mr Richardson, Chairman of the Jersey Council for Safety and Health at Work, to re-appoint an existing member, Mr Simon Boarder, and to appoint a new member, Mr Nicholas Jewell, to serve on Council with effect from the 1st February 2014.
