Passport Fees Increase.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

The Minister approved the increase in passport fees from 04 October 2007 to £72 for an adult’s passport and £46 for a child’s.

Reason(s) for Decision:

The Finance Minister has approved the use of a formula for passport fees to be increased in line with those in the UK. The Home Affairs Minister supports the use of that formula and its immediate implementation.

Resource Implications:

No manpower resources. Increased income to be used to offset cost of service provision.

Action required:

PASSPORT FEES – OCTOBER 2007

1. Purpose of memorandum

To advise the Minister of the formula agreed for passport fee increases and to seek approval to implement the next increase as from 04 October 2007, the date from which fees will be increased in the UK.

2. Background

In the exercise of his powers under paragraph 5.12 of Financial Direction 4.1 the Finance Minister has approved the adoption of a formula for all future passport fee increases in Jersey. Henceforth, without the need to seek further approval from the Finance Minister, passport fees in Jersey may be set at the same level as those in the UK.

3. Recommendation

That the Minister approve the application of the formula with effect from 04 October 2007 which means that the fee for an adult’s passport will increase from £66 to £72 and that for a child from £45 to £46.
