Jersey Teachers' Superannuation Fund: Recommendation to the Chief Minister

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Recommendation to the Chief Minister to appoint 2 nominees to the Jersey Teachers’’ Superannuation Fund Management Board (as detailed in the attached report).

Decision(s): The Treasury Minister recommended to the Chief Minister 2 nominees for appointment to the JTSF Management Board.

Reason(s) for Decision:

Under the Teachers’ Superannuation (Administration) (Jersey) Order 2007 Article 3 – Appointment of members of Management Board, the Chief Minister shall appoint to be members of the Management Board:

 

6 Employer representatives of whom –

 

2 shall be persons recommended by the Minister for Treasury and Exchequer;

2 shall be persons recommended by the Minister for Education;

2 shall be any persons that the Chief Minister thinks fit; and

 

6 Member representatives, who shall have been selected in the manner that the Chief Minister shall agree with the associations that appear to the Minister for Education to represent the interests of teachers.

 

Members of the Management Board shall hold office for 3 years and shall be eligible for re-appointment. The Chief Minister may at any time remove from office any member of the Management Board appointed by him or her under this Article.

 

The Treasury Minister recommended the following 2 nominees to the Chief Minister:

JERSEY TEACHERS’ SUPERANNUATION FUND

 

MANAGEMENT BOARD - NOMINEES

 

 

  1. Purpose of the Report

 

The Treasury Minister is asked to recommend 2 nominees to the Chief Minister for appointment to the Management Board of the Jersey Teachers’ Superannuation Fund (JTSF).

 

  1. Background

  1. Process

 

Employer nominees have all previously been selected following to a formal recruitment process under the Appointment Commission Guidelines and are eligible for re-appointment. Employee nominees have been nominated by the associations that represent the interests of teachers and are also eligible for re-appointment. .

  1. Recommendation

Following the recommendations of both the Treasury Minister and the Minister for Education, for the Chief Minister to appoint all nominees identified under appendix 1 to join the Management Board of the Jersey Teachers’ Superannuation Fund for the period 1 January 2019 to 31 December 2021.

 

 

 

 Appendix 1

   

EMPLOYER NOMINEE – MR JASON TURNER, MSc, ACMA, CGMA

 

Mr Turner is the Parish of St Helier’s Chief Executive Officer responsible for the strategic leadership, operational management and delivery of Parish services.

 

With significant experience in the UK, encompassing both public and private sectors, Mr Turner moved to Jersey in 2000 and prior to his current appointment held a number of senior public sector positions in the island in both the Health Department and Treasury.

 

A qualified accountant with an MSc. In Information Systems, he has extensive experience in financial management, information technology and digital transformation.

 

EMPLOYER NOMINEE – MR GERALD WHITE

Mr White has extensive experience in human resources and remuneration issues, including pension scheme management. He started his career as an O&M Analyst for British Telecom in London, before joining States Personnel in Jersey, where he worked from 1977 to 1984 as O&M Analyst, Job Evaluation Manager and finally Personnel Development Manager. 

He joined Standard Chartered Bank locally in 1984 and spent some 20 years with them in both in Jersey and in London, undertaking a range of human resources roles, local, global and corporate.  He ended his career with Standard Chartered as Director, Human Resources and Training – Offshore Businesses, while also covering the role of Regional Head of Human Resources for the UK and Europe. 

For the 12 years to 2017 Mr White worked as a consultant on human resources and remuneration matters for local consultancy Hassell Blampied Associates, focusing on remuneration surveys and advice, and sensitive investigatory work.  

Mr White was Chairman of the Jersey Branch of the British Institute of Management from 1987 to 1990, a Trustee and Secretary of the Standard Chartered Offshore Islands Pension Scheme, and an Executive Director of Standard Chartered Grindlays (Offshore) Ltd.  He currently chairs the States Members Remuneration Review Body.  He is a Fellow of the Chartered Institute of Personnel and Development.
