RETURN OF FUNDS FROM THE TOWN PARK CAPITAL VOTE TO THE
INFRASTRUCTURE ROLLING VOTE AND THE HOUSING ROLLING VOTE
Purpose of Report
To request the Minister to approve a capital budget transfer of £250,000 from the Town Park Capital Vote to the Infrastructure Rolling Vote and £250,000 to the Housing Department’s Rolling Vote as a return of capital funds upon the completion of the Town Park project.
Background
When the idea for the Millennium Town Park was originally conceived both TTS and Housing contributed £250,000 each from their rolling vote allocations to the project which was being undertaken by Jersey Property Holdings (JPH) for initial feasibility studies and concept designs. This was done under MD-TR-2008-0131.
When the additional funding was granted and the project was moved to TTS this funding was also transferred to act as an emergency contingency on the project. TTS completed the project to an extremely high level within their project budget and thus this £500,000 was left unspent.
Discussion
Given that TTS and Housing originally transferred this £500,000 from their rolling votes to the project it would be appropriate for this remaining budget to be repaid back to these rolling votes.
Recommendation
That the Minister approves a budget transfer of £250,000 from the Town Park Capital vote to the TTS Rolling Infrastructure Vote.
The Minister should also approve a budget transfer of £250,000 from the Town Park Capital Vote to the Housing Rolling Vote, subject to approval from the Housing Minister.
Reason for Decision
In accordance with Financial Direction 3.6 and the Public Finances (Jersey) Law 2005, the approval of the Minister for Treasury and Resources is required for any variations to heads of expenditure above £1,000,000. Authority to approve non-contentious budget transfers under £1,000,000 has been delegated to the Treasurer of the States.
Resource Implications
The Town Park Capital Head of Expenditure (Q00BP10017) will decrease by £500,000.
The TTS Infrastructure Rolling Vote Capital Head of Expenditure (Q00RL10011) will increase by £250,000.
The Housing Rolling Vote Capital Head of Expenditure (H00RL10007) will increase by £250,000.
Action required
The Finance Director to seek approval from the Minister for Treasury and Resources and then to action the budget transfers in conjunction with the Head of Financial Performance Reporting.
