Victoria College, Jersey College for Girls and Preparatory Schools - Carry Forward Funds.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):  

The Minister approved the use of accumulated Receipts in Advance by the named Colleges and Schools and the associated transfers of these into their revenue budgets. 

The Minister approved the transfer of £802,625 from the revenue budgets to appropriate Property Holdings capital heads of expenditure.  

The Minister agreed to request the approval of the Council of Ministers to create two new capital heads of expenditure within Property Holdings to accommodate the transferred capital sums. 

Reason(s) for Decision:  

To comply with the Public Finances (Jersey) Law 2005 and financial direction 3.6.

Resource Implications:  

There are no additional manpower or spending implications as a result of this report. 

Action required:  

Head of Decision Support to notify the Education Sport and Culture Department’s Finance Director of these decisions. 

Treasury officers to effect the necessary budget transfers. 

The Minister to request the approval of the Council of Ministers to create two new capital heads of expenditure within Property Holdings to accommodate the transferred capital sums.
