The Minister for Health and Social Services, Deputy Tom Binet, is delighted to announce the
appointment of a fifth non-executive director (NED) to the Health and Community Services Advisory
Board.
David Keen, a Chartered Accountant, who has nearly 40 years’ experience in the Financial Services
Industry, has been appointed for his expertise in strategic finance.
He is due to attend the next Advisory Board, which takes place on 26 September, virtually over Teams.
The Advisory Board is responsible for driving up the standard of care delivered by the department, for
the benefit of Islanders. It will also deliver on several key initiatives, including:
• Preparing the department for inspection by the Jersey Care Commission
• Developing and implementing a robust clinical and service governance framework
• Cultivating a positive and inclusive culture within the department
Deputy Binet said: “I’m pleased to welcome David as our fifth non-executive director. His expertise
will play a vital role in helping Health and Community Services progress with its Financial Recovery
and ensuring the financial accountability of HCS.”
Mr Keen said: “I am delighted to be joining the Board, where I hope to provide strategic financial
insight and challenge. I look forward to working with all Board members and key stakeholders to
deliver the highest standard of health and community services for Jersey.”
